Senate Chair Fillmore called the meeting to order at 8:09 am.

Rep. Spendlove moved to approve the minutes of the October 19, 2020 meeting.
Chair Fillmore invited committee members and staff to introduce themselves.

Ben Leishman discussed what Executive Appropriations accomplished in their December meeting.
Ben Leishman discussed the Executive Appropriations Committee approved changes.
Rep. Eliason asked a clarifying question about whether the reserve fund only included in the Education Fund or if General and Transportation funds are also included. Ben Leishman responded.
Rep. Briscoe asked about the rainy day fund. Ben Leishman responded.
Ben Leishman discussed implementing changes from HB 357 (Public Education Stabilization, 2020 General Session) and HB 5011 (WPU Funding Guarantee, 2020 Special Session 5).
Rep. Spendlove asked if there is information on students who have disappeared from enrollment. Ben Leishman responded.
Ben Leishman continued his presentation discussing projections for next year.
Ben Leishman explained Enrollment Growth Details.
Chair Fillmore asked about growth contingency funds and their relation to the Enrollment Growth Formula. Ben Leishman responded.
Rep. Johnson asked if the additional funds for COVID are only going to be for this year or will this be an ongoing project. Ben Leishman responded.
Sen. Riebe asked about population changes in schools. She then asked if there will be a study about the demographics in the school districts. Ben Leishman responded.
Sen. Fillmore and Ben Leishman discussed funding for next year and how it is decided.
Sen Riebe had a follow-up question to this discussion. Ben Leishman responded.
Ben Leishman discussed the Weighted Pupil Unit Value.
Sen Fillmore asked how much the Weighted Pupil Unit would increase the base budget from last year to this year. Ben Leishman responded.
Ben Leishman discussed the Public Education Economic Stabilization Account.
Sen. Millner commented that this is the time to stabilize funding.
Ben. Leishman discussed the Supplemental Educator COVID Stipends.
Rep. Johnson asked Ben Leishman to address stipends for LEA support positions. Ben Leishman responded.
Sen. Fillmore asked about what happens to excess money given to schools. Ben Leishman responded.
Sen. Reibe asked about how substitute teachers are included in the stipend. Ben Leishman responded.
Ben Leishman explained the local revenue highlights.
Ben Leishman demonstrated how to navigate the Base Budget Bill.
Emily Willis mentioned that the Utah Schools for the Deaf and Blind requested to use non-state funds to buy an audiology van and small bus and that the base budget includes intent language to this effect.
Rep. Lesser asked if there is a possibility in this session to do a legislative fix with COVID funding. Sen. Fillmore and Ben Leishman responded.
Heidi Matthews, President, Utah Education Association, expressed praise for the budget and thanked members of the Committee for their work. She also pointed out problems with the base budget.
Lexi Cunningham, Executive Director, USSA, Associated Executive Director, USBA, expressed appreciation for the legislators' support of education through the pandemic.
Rep. Pulsipher moved to adjourn.
