Sen. Owens moved to approve the minutes of the February 3, 2023 meeting.
Performance Measures
3. [USBE] System Performance Measures 2023
Sydnee Dickson, State Superintendent of Public Instruction, Utah State School Board and Sarah Young, Chief of Staff, Utah State Board of Education, presented Performance Measures.
Rep. Johnson asked if the teacher exit survey was used in the audit.
Sydnee Dickson responded.
Sen. Riebe asked if pulling back on school measures would impact performance measures in the future.
Sarah Young responded.
Rep. Pulsipher moved to approve Proposal A: Legislature may approve reciprocal framework categories and domains and direct USBE to create a rule to codify performance measures.

4. [KPI] Utah K-12 productivity
Dave Trabert, Chief Executive Office, Kansas Policy Institute, presented Utah Education Outcomes.
Sen. Riebe commented that student services change from district to district. She asked for clarification of the assessment slide.

Rep. Briscoe commented on the presentation
Sen. Millner asked if there has been research on what practices make a difference in elevating the performance of students.
Dave Trabert responded.
Rep. Carol Moss asked how an assessment of students that go to private schools or have a home school voucher can be done if they are no requirements for testing.
Dave Trabert responded.
Rep. Pierucci commented on her school voucher bill.
Chair Fillmore made comments and observations on the presentation.
Final FY23/FY24 Budget Considerations & Motions
5a. Chair Recommended Budget Priorities
Rep. Thurston commented that in looking at the co-chairs funding list, make sure to look at both the budget motions and the chart.
Chair Fillmore gave an overview of the Budget Considerations & Motions.
Rep. Thurston moved to adopt the chairs list as a starting point for the rest of the discussion.
Rep. Thurston moved to to adopt the co-chairs priority list for on-going and one-time funding as the final list.
Rep. Eliason moved to add $498,000 to the one-time list for the Utah School of Mental Health Collaborative.
The committee returned to the underlying motion by Rep. Thurston's after the substitute motion failed. The motion passed 16-0-3.
