Chair Cutler called the meeting to order at 8:02 a.m.
RFA: Family Promise of Ogden Building (Sen. Buxton)
Sen. Buxton introduced Nolan Karras, Family Promise of Ogden, then introduced the request for appropriation.

Nolan Karras introduced Sarah Carver, Vice Chair, Family Promise of Ogden Board, explained the request for appropriation.

Chair Cutler asked if this was an existing building or a new building, with a response from Nolan Karras.
Nolan Karras continued the presentation. The shelter houses families.
Chair Cutler clarified that this is eligible for state or federal money and that Family Promise is taking on that responsibility, and is of significant value to the state. Sen. Buxton responded that this program works.
Nolan Karras added that children often have trauma and if they can be helped soon, the long term effect is amazing.
Sen. Wilson expressed appreciation to Nolan Karras and Sen. Buxton.
Department of Alcoholic Beverage Services - Murray Store

Both agenda items listed above will be presented together.
Cade Meier, Deputy Director, Department of Alcoholic Beverage Services (DABS), introduced Tom Gibbs, Project and Portfolio Manager, DABS, and gave a presentation on the Department of Alcoholic Beverage Services Murray Store and South Salt Lake City Store. Cade Meier, explained who they contribute to, why they need new stores, and a store performance study,

Tom Gibbs explained that the South Salt Lake store is the first priority, that the Murray location is the 2nd priority, and explained the request for these stores.
Chair Cutler asked if they already have the land or if it needs to be purchased, with a response from Cade Meier.
Sen. Wilson asked for clarification on the request, and if the request is just for approval to get started, with a response for Cade Meier
Sen. Buxton asked about using a bond, and commented that it is not easy to site a store, and it may be a bit premature. Cade Meier responded. Sen. Buxton also asked about the current location not being adequate, with a response from Cade Meier.
Rep. Stratton asked about the funding available and the sources of the fund, with a response from Cade Meier.
Cade Meier mentioned that the return on this investment will be beneficial.
Approval of Minutes
Rep. Bennion moved to approve the minutes of the January 19, 2024 meeting.
RFA: 5600 West Westside Express (Sen. Escamilla)
Sen. Luz Escamilla introduced an RFA for the final piece of the 5600 West Westside Express, with a West Salt Lake County Bus Route and introduced Jay Fox, Executive Director, Utah Transit Authority (UTA) and David Hancock, Chief Capital Service Officer, UTA.

Jay Fox explained the bus route request including project area, project elements, the timeline, budget and funding, and that the request will provide connection to many job sites and TRAX.

Chair Cutler asked about the funding, with a response from Sen. Escamilla.
Sen. Wilson asked if reserve funds could be used with a response from Jay Fox.
Rep. Christofferson asked if the request could be spread out over three years, with a response from Sen. Escamilla.
Rep. Cutler asked if the RFA is for FY 2025, with a response from Sen. Escamilla.
Sen. Escamilla and Jay Fox concluded with importance of the request, and Jay Fox responded to Sen. Wilson's previous question on the reserve funds.
Sen. Wilson commented that there were funds that could be moved for other projects within UTA, with a response from Jay Fox.
Chair Cutler asked those here for the Huntsman Cancer Institute presentation if Sen. Wilson could act as the legislator for this presentation, until Sen. Vickers arrives.
RFA: Huntsman Cancer Institute Vineyard Cancer Research (Sen. Vickers)
Sen. Wilson represented Sen. Vickers on this request, and turned the RFA for the Huntsman Cancer Institute Vineyard Cancer Research over to those here to present.
Taylor Randall, President, University of Utah (UofU), introduced Mary Beckerle, Chief Executive Officer (CEO), Huntsman Cancer Institute, and Peter Huntsman, CEO and Chairman of Huntsman Cooperation and Chairman of the Huntsman Cancer Foundation, then introduced the RFA for a facility in Vineyard for cancer research, including the goals and key principles. Taylor Randall explained it is the U's number one request.

Peter Huntsman concluded with statements about this request.
Sen. Winterton asked about operation and maintenance funding on the project, with a response from Mary Beckerle.
Rep. Christofferson asked if the request was for treatment and research and if this service will put others out of business, with responses from Mary Beckerle.
Chair Cutler asked about SB 102 and a dedicated funding source, with a response Sen. Evan Vickers and Mary Beckerle.
Rep. Stratton asked about the project funding, and the education and research, with a response from Mary Beckerle.
Sen. Wilson expressed appreciation to the Huntsman family and to Sen. Vickers, with a response from Peter Huntsman.
Sen. Vickers concluded with how fortunate Utah is to have the Huntsman Center, and that this is a tremendous opportunity for Utah.
Sen. Buxton asked if the request is just for the research building, with a response from Mary Beckerle.
Rep. Stratton expressed appreciation, and stated the positive impact on the economy.
RFA: Active Transportation Planning and Community Assistance (Sen. Vickers)
Sen. Vickers introduced the RFA for an active transportation planning and community assistance, to work with Bike Utah.

Cameron Carter, Planning and Policy Specialist, Bike Utah, explained Bike Utah, what they do, funding background, a map of the work completed, outcomes, active transportation plans, what the funding request will do, and proposed budget.
Chair Cutler asked about the trails network which is part of the Utah Department Of Transportation (UDOT), and why is the planning and development not done by UDOT, with a response from Cameron Carter.
Sen. Winterton asked about the funding in the future, and the competition for non-profits, with responses from Cameron Carter.
Chair Cutler expressed support and the need for this request.
Sen. Vickers concluded with the value of this request, especially in smaller communities.
RFA: 12th North Overpass - Vineyard, Utah (Sen. Grover)
Sen. Keith Grover introduced the RFA. Morgan Brim, Community Development Director, Vineyard, Utah, and Josh Daniels, Regional Redevelopment Agency, introduced themselves. Sen. Grover said that this request will come from the Rail Transportation Restricted Account.
Morgan Brim explained the need for a bridge on the 1200 North overpass in Vineyard, Utah, for easier access to the highly used Geneva Road.
Chair Cutler asked if this is a local city road and who would build the road, with a response from Morgan Brim.
Rep. Stratton asked if a traffic light would be there, and the need for this request.
Sen. Grover concluded with how the area is growing.
RFA: Center Street Railroad Crossing - Orem City (Sen. Grover)
Brenn Bybee, City Manager, Orem, Utah, and Ryan Clark, Assistant City Manager, Orem, Utah, introduced themselves. Bren Bybee explained the need for the request to widen Center Street associated with the Railroad Crossing in Orem, including the current challenges and future benefits.
Rep. Stratton mentioned the need for this request.
Chair Cutler asked about the Railroad Transportation Restriction Fund account, with a response from Sen. Grover and Rep. Stratton.
RFA: Saint George Regional Airport Control Tower (Sen. Owens)
Sen. Derrin Owens introduced Shaun Guzman, and the request for an airport control tower.

Shawn Guzman, St. George City Attorney and Government Affairs Director, mentioned the success stories of Sky West Airlines and the St. George Regional Airport, the safety concerns at the airport, and the need for an airport control tower.
Rich Stehmeier, Airport Director, St. George, explained the need for a control tower, safety issues, increased student traffic from Southern Utah University, that the tower is the priority and time is of the essence, possible sites, and the next steps.
Sen. Harper commented on the location, and the total cost of the tower, and other funds, with a response from Rich Stehmeier, Sen. Owens and Shawn Guzman.
Sen. Wilson asked what the money from last year was used for, and if bonding or an investment from SkyWest are options, with a response from Rich Stehmeier and Shawn Guzman.
Sen. Owens concluded with expressing pride in having the St. George Airport in the area.
Rep. Jack asked if the airport was built with city funds, and how it falls into a state need, with responses from Shawn Guzman.
Chair Cutler asked about making the flights to and from St. George less expensive, with a response from Rich Stehmeier.
RFA: New Manti Courthouse Juvenile Courtroom Build-Out (Sen. Owens)
Sen. Owens explained the request for a new Manti Courthouse Juvenile Courtroom Build-Out, that the Sixth District court house is built, the courtroom is shelled and needs to be finished, that they are going to have to lease a court room if it's not finished.
Sen. Winterton asked where this would be built, with a response from Sen. Owens.
Sen. Wilson expressed support for this need and request, with a response from Sen. Owens.
RFA: Transit Operations & Housing (Sen. Winterton)
Sen. Winterton introduced Caroline Rodriguez, Executive Director, High Valley Transit, and introduced the request for a transit operations and housing facility.

Caroline Rodriguez explained the need for a facility for operations and maintenance.
Rep. Christofferson asked about the cost of the free fare, and could the cost be covered if there was a fare for the transit, with responses from Caroline Rodriguez.
Rep. Bennion commended High Valley Transit.
Chair Cutler asked about the significant increase and where the growth is, with a response from Caroline Rodriguez.
Sen. Wilson about past state funding, with a response from Caroline Rodriguez, and Sen. Winterton.
RFA: Education Connectivity for Rural Students (Sen. Winterton)
Sen. Winterton turned the time to Alexander Tarbot.
Alexander Tarbot, Transcend International, introduced Melissa Hart, Executive Director, Transcend International, Tammy Pearson, Beaver County, and Superintendent Long, Beaver County. Alexander Tarbot showed a video clip which explained the request for education connectivity for rural students including, accessing internet from home,

Melissa Hart said that Transcend International is a Utah non-profit focused on closing the digital divide in Utah, improving educational opportunities through digital access, and explained the challenges, and the request for appropriation for internet in rural areas.
David Long, Superintendent, Beaver County School District, explained the critical need for students to have access to the internet to do school work, the lack of internet access in the area, the problem with the current solution cost, the need for the request and the proposed solution.
Tammy Pearson, Beaver County Commissioner, explained that this request has been a high priority in Beaver County for years, and expressed appreciation for Transcend International.
Sen. Winteron concluded with the funding request.
Alexander Tarbot stated that the success in Beaver County, and at least two other counties, will be replicated with the matching funds.
Chair Cutler asked why not use federal funds, with a response from Melissa Hart.
Rep. Stenquist asked what the funding is for, with a response from Melissa Hart.
Sen. Wilson commented on the Broadband Equity, Access, and Deployment (BEAD) program and expressed appreciation for Transcend International.
RFA: Central Wasatch Mountains Projects (Rep. Spendlove)
Rep. Robert Spendlove introduced Lindsey Nielsen, Executive Director, Central Wasatch Commission (CWC), introduced the funding request for Central Wasatch Mountains projects.
Lindsey Nielsen introduced Chris Robinson, Summit County Council and CWC Chair and Treasurer, and explained the need for this request.
Rep. Spendlove added that this is the one RFA supported by Rep. Spendlove this year, and said this request will fund some great projects.
Rep. Bennion asked about coordinating the trail bathroom maintenance, with a response from Lindsey Nielsen and Rep. Spendlove. Rep. Bennion said this is a great example of the coordination the CWC provides for these canyons that are so heavily used.
Rep. Stenquist asked about the restroom facilities in the canyons, interlocal sharing of costs, asked if the CWC pays dues, with responses from Lindsey Nielsen.
Sen. Kwan asked about unisex bathrooms with a response from Lindsey Nielsen.
10:20 a.m. RFA: State & Local Cybersecurity Grant Program Match (Sen. Harper)
Sen. Harper introduced Alan Fuller, Chief Information Officer, Division of Technology Services (DTS) and Travis Scott, Information Security Analyst, DTS, then introduced the request for an appropriation for state and local cybersecurity grant program match.

Alan Fuller explained the increase in ransomware attacks, the Utah Cyber Center, cybersecurity assessments and surveys, cybersecurity readiness, the State of Utah Cybersecurity Plan, the security service recommendations, and the funding match requirements.
Chair Cutler commented that this request is tremendously valuable.
Sen. Wilson asked about the Department of Government Operations priority list with a response from Alan Fuller.
Sen. Harper concluded by expressing the great need for this request.
Rep. Stratton asked about matching funds, with a response from Alan Fuller.
Sen. Wilson clarified that a scalable funding could be used, with a response from Sen. Harper.
RFA: Rural Town Hall Building Support (Rep. Kyle)
Rep. Jason Kyle introduced Richard Sorensen, Mayor, Huntsville, and Kevin Anderson, Council Member, and introduced the RFA for a community center and town hall building in Huntsville, Utah.
Mayor Sorenson explained the request, gave historical background of previous town hall buildings, the design, the benefits of the community center, recreation in the area, the community, and building expenses.
Other Business
Amanda Kilian showed the subcommittee recent voting prep packet updates, and stated that next Wednesday will be our last meeting before voting.
Sen. Wilson explained that Friday's meeting time will be used to discuss priorities separately as House and Senate members.
Sen. Kwan asked about the voting packet, with a repsonse from Amanda Kilian.
Rep. Stratton mentioned the time for the House to meet Friday.
Sen. Wilson mentioned that the Senate meeting time.
