Thomas R. Vaughn, Associate General Counsel, Office of Legislative Research and General Counsel, responded to questions from the committee.
Ricky Hatch, Legislative Committee Chair, Utah Association of Counties Clerk Committee, spoke in favor of the bill.
Rep. Daw moved to pass H.B. 19 out favorably.
Rep. Peterson moved to approve the minutes of the January 28, 2020 meeting.
