H.B. 101 Distracted Driver Amendments (Moss, C.) Rep. Carol Spackman Moss presented the bill and provided a handout. Rep. Dan Johnson, District 4, assisted. She invited the following to participate in the presentation and answer questions from the committee: Michael Rapich, Colonel, Utah Highway Patrol, expressed the need for the law and gave examples of distracted driving. Gary Giles, Chief, Orem Police Department, and President, Utah Chiefs of Police Association, discussed the percentage of citations due to distracted driving in Orem. Jay Torgersen, Division Chief, Unified Fire Authority, discussed the number of people he has seen who were injured or killed due to distracted drivers. Dan Peterson, Fire Chief, Unified Fire Authority, discussed the need for the law. Public comments follow: Michael Sonntag, American Property Casualty Insurance Association and Bear River Insurance, spoke for the bill. George Chapman, resident, spoke against the bill. Janet Hemming, resident, spoke for the bill. Jay Brummett, Utah State Government Liaison, American Radio Relay League, spoke against the bill. Greg Douglass, Vice President, American Bikers Aiming Towards Education (ABATE) of Utah, spoke for the bill. Will Carlson, Chief Policy Adviser, Salt Lake County District Attorney's Office and speaking on behalf of the Statewide Association of Public Attorneys and Prosecutors, spoke for the bill. Rep. Potter moved to pass H.B. 101 out favorably. The motion Rep. Perry moved to adjourn.
