Mr. Paul Smith, Executive Director, Utah Apartment Association, spoke in favor of the bill.
Ms. Tara Rollins, Utah Housing Coalition, spoke in favor of the bill.
Rep. Hawkes moved to adopt 2nd Substitute H.B. 83. The motion passed with a vote of 10-0-4.
