Sen. Ipson moved to replace 6th Substitute H.B. 128 with 8th Substitute H.B. 128.
Sen. Ipson moved to amend 8th Substitute H.B. 128 with Amendment #3.
Rep. Webb explained the substitute bill, as amended.
