Committee Information

The Social Services Appropriations Subcommittee reviews the budgets of the Departments of Health, Human Services, and Workforce Services, who administer a variety of public health and social services programs for the State of Utah, and makes recommendations to the Executive Appropriations Committee and the Legislature. The Social Services Appropriations Subcommittee meets principally during each annual General Session, as well as during the interim.

The Department of Health includes the Divisions of Executive Director's Operations, Family Health and Preparedness, Disease Control and Prevention, and Medicaid and Health Financing, which administers the State's Medicaid and Children's Health Insurance (CHIP) programs. Utah utilizes 13 local health departments to administer many of the services required by the State. Local health departments cover all areas of the State and provide local public health services.

The Department of Human Services includes the Divisions of Executive Director Operations, Substance Abuse and Mental Health, Services for People with Disabilities, Aging and Adult Services, Office of Recovery Services, Child and Family Services, Office of Public Guardian, and Juvenile Justice Services (JJS). While JJS is part of the Department of Human Services, its budget is reviewed in the Executive Offices and Criminal Justice Appropriations Subcommittee. The Divisions of Aging and Adult Services and Substance Abuse and Mental Health oversee programs that are primarily operated at the county level.

The Department of Workforce Services administers the State's job training and placement efforts, unemployment insurance, and labor market information. The department also manages the welfare functions of Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP, also formerly known as Food Stamps), child care, and housing. Since FY17, Workforce Services has also overseen the Utah State Office of Rehabilitation, which operates programs designed to assist individuals with disabilities prepare for employment and increase independence.
