Chair Ray called the meeting to order at 8:49 a.m.

Mr. Russell Frandsen, Fiscal Analyst, presented an overview of the Newborn Screening Program, explained the Issue Brief and recommendations.
Ms. Heather Borski, Director, Division of Disease Control and Prevention, Utah Department of Health, gave a slide presentation of the newborn screening programs.
Mr. Paul Patrick, Director, Division of Family Health and Preparedness, Utah Department of Health, discussed the newborn hearing and heart disease testing programs.
Mr. Patrick responded to questions from Rep. Ward regarding reporting of heart disease on birth certificates.
Ms. Borski and Mr. Frandsen clarified the procedure for initiating or changing fees in response to questions from Rep. Kennedy.
Ms. Amy Nance, Program Manager, Utah Department of Health, responded to Rep. Ward's questions related to newborn hearing and birth certificate reporting.
Ms. Nance responded to questions from Rep. Redd regarding screening and testing results.
Mr. Frandsen offered further clarification with information from the Department of Health.
Ms. Nance and Mr. Nate Checketts, Deputy Director and Medicaid Director, Utah Department of Health, replied to questions from Rep. Chavez-Houck related to services covered by Medicaid such as newborn testing and follow-up.
Mr. Frandsen commented on a question from Rep. Chavez-Houck regarding costs.
Ms. Nance responded to Rep. Chavez-Houck's question related to birth certificate reporting.
Chair Ray commented on the birth certificate reporting in Utah.
Dr. Joe Miner, Executive Director, Utah Department of Health, responded to a question from Rep. Redd regarding whether or not information on birth certificates are of public record.
Chair Ray asked the committee members if there was any action they would like to take at this time. Rep Redd and Rep. Chavez-Houck responded.
3. Update on Utah Medicaid Enhancement
Mr. Checketts reported on H.B. 437, along with responding to questions from Rep. Ward and Rep. Chavez-Houck.

Dr. David Patton, President and CEO, Molina Healthcare of Utah, commented on the purpose of the coalition and the need for a value-based approach.
Mr. Russ Elbel, Medicaid Program Director, SelectHealth, presented an overview of SelectHealth Community Care. He also responded to a question from Rep. Ward with regard to contracts with physicians.
Members of the coalition group spoke to clarify the contract issue.
Mr. Chad Westover, CEO, University of Utah Health Plans, responded to questions from Rep. Redd.
Mr. Jason Worthen, CEO, Health Choice Utah, commented on Rep. Redd's concerns.
Mr. Westover continued with a presentation on the University's health plans.
Rep. Kennedy asked how to engage with patients.
5. Utah Nursing Consortium
Dr. Dale Maughan, Associate Professor and Chair, Department of Nursing, Utah Valley University, offered a historical perspective on nursing concerns.
Ms.Teresa Garrett, Project Director, Utah Nursing Consortium, and Assistant Professor, University of Utah, discussed the program.
Rep. Thurston asked: 1) What efforts have been made in figuring how to get increased throughput, and 2) What efforts have been made to create programs farther down the scale?
Mr. Dave Gessel, Executive Vice President, Utah Hospital Association, and Ms. Garrett spoke to Rep. Thurston's questions.
Rep. Redd commented on the shortage of adequate professionals and inadequate funds.
Mr. Gessel responded to a concern expressed by Rep. Chavez-Houck of tracking and keeping trained nurses in Utah.

Chair Ray informed the committee that Mr. Frandsen prepared a handout "Report on the Comparison of Social Services Recommendations to Final Actions Taken by the Legislature," that is now available for review.
7. Reassessment of Performance Measure for Emergency Medical Services and Preparedness
Mr. Paul Patrick, Director, Division of Family Health and Preparedness, Utah Department of Health, along with Mr. Dean Penovich, Director, Emergency Medical Services, discussed performance measures.

Mr. Joel Hoffman, Bureau Director, Health Facility Licensing and Certification, Utah Department of Health, commented on information on the Medicare.gov Nursing Home Compare website.
Mr. Charles Hawley, Analytic Lead, Office of Health Care Statistics, Utah Department of Health, reviewed websites.
Rep. Thurston commented on the need to get quality improvement in the system.
Ms. Angella Pinna, Director, Division of Services for People with Disabilities, discussed information specific to their service system.
Chair Ray informed the committee members that the meeting will reconvene at 1:15 p.m.
Rep. Thurston moved to adjourn.
