Mr. Scott Ericson, Deputy Commissioner, Department of Agriculture and Food, stated that the department will focus on four areas of specific licenses that the department issues. |

5. Military Spouse Professional Licensure |

Sen. Weiler explained a proposed bill to permit the spouse of an individual serving in the armed forces to engage in the practice of their occupation or profession without being licensed. |

6. Occupational Licensing: Assessing State Policy and Practice |
|
Sen. Weiler reported on the state's activities to create a state action plan to improve portability and reciprocity for select occupations and remove barriers to labor market entry. |

Ms. Alysia Petersen, master aesthetician instructor, explained why many interested individuals drop out of aesthetics training. Ms. Petersen discussed changes to improve aesthetics training requirements. |

|
Ms. Nichole Soholt, Bowenwork practitioner, responded to questions from the committee, further described the training and practice of Bowenwork, and explained why practitioners should be exempt from being required to be licensed as massage therapists. |

|
Ms. Sharon Muir, Licensed Massage Therapist, explained why Bowenwork practitioners should be required to be licensed as massage therapists and responded to questions from the committee. |
|
Ms. Julie Mohler, former Bowenwork practitioner, spoke to the issue and responded to questions from the committee. |
|
MOTION: Rep. Roberts moved to support an exemption for Bowenwork practitioners from massage therapy license requirements, with the qualification that Bowenwork practitioners be in good standing with the industry’s certification requirements.
The motion passed with a vote of 8-0-1.

9. Animal Husbandry Dental Exemption |
|
Mr. Justin Stark, equine dental technician, certified by the National Association of Equine Dentistry, presented information as to why animal husbandry dental technicians should not be required to be licensed as veterinarians. |

Mr. Sterling Brown, Utah Farm Bureau, spoke on behalf of cattlemen producers regarding the issue and responded to committee questions. |

Ms. Kari Swainston, stable owner, Saltair Farm, spoke in opposition to the request for exemption. |
|
Ms. Susan Thomas, private horse owner, stated her concerns of equine dentistry being practiced without sedation. |

Mr. Preston Kent, professional horse trainer, spoke in favor of the exemption request and responded to committee questions. |
|
Dr. Phillip Firth, veterinarian, Bear River Animal Hospital, spoke in opposition to the exemption request because of health concerns of food animals. |

The motion passed with a vote of 5-0-4.
