Rep. Brad M. Daw presented the bill.
Mr. Stan Rasmussen, Sutherland Institute, spoke in favor of the bill.
Chief Randy Watt, Ogden Police Department, Utah Chiefs of Police Association and Utah Sheriffs Association, spoke in opposition to the bill.
Ms. Michelle McOmber, Utah Medical Association, said that the association is in agreement with the concept of the bill but has not taken a position on the first substitute.
Ms. DeAnn Kettenring, Utah PTA spoke in favor of the bill.
Mr. Gregory Glen Huria (spelling?) spoke in favor of the bill.

Mr. Samuel Vincent, President-Elect, Utah Chapter, American Psychiatric Nurses Association, said that the association is in favor of the bill with the amendment suggested by Ms. Bailey.
