Chair Bramble called the meeting to order at 4:31 p.m.
MOTION: Sen. Ipson moved to approve the minutes from the February 1, 2018, meeting. The motion passed with a vote of 5-0-3.

Sen. Lincoln Fillmore presented the bill.

Colonel Mike Rapich, Superintendent, Utah Highway Patrol, spoke in opposition to the bill.

Sen. Hemmert moved to pass S.B. 102 out favorably.
SUBSTITUTE MOTION: Sen. Weiler made a substitute motion to verbally amend the bill. The Substitute motion passed with a vote of 5-2-1.
