Chair Nelson called the meeting to order at 3:47 p.m.
MOTION: Rep. Handy moved to approve the minutes of the January 24, 2018, meeting. The motion passed with a vote of 6-0-5.

Rep. Knotwell presented the bill with the assistance of Mr. Mark Whitney, Commissioner, Beaver County, and Mr. Jon Cox, Vice President of Government Affairs, Rocky Mountain Power. Mr. Whitney also spoke in favor of the bill for the Utah Association of Counties.
Mr. Lincoln Shurtz, representing Enyo Renewable Energy, spoke in favor of the bill.
Mr. Tom Westmoreland, Mayor, Eagle Mountain, spoke in favor of the bill.
Mr. Ryan Evans, President, Utah Solar Energy Association, spoke to the bill.
Ms. Michelle Beck, Director, Utah Office of Consumer Services, spoke to the bill.
Ms. Kelly Francone, Executive Directive, Utah Association of Energy Users, spoke to the bill.

Rep. Christofferson moved to pass H.B. 318 out favorably.
SUBSTITUTE MOTION: Rep. Chew moved to amend H.B. 318 with Amendment #2. The Substitute motion passed with a vote of 7-0-4.
