Rep. Noel explained the bill.
2. H.C.R. 10 Concurrent Resolution Approving the Statewide Resource Management Plan (Stratton, K.)
Rep. Stratton explained the bill.
MOTION: Rep. Hawkes moved to amend H.C.R. 10 with Amendment #1. The motion passed with a vote of 8-0-5.

                WHEREAS, each of the state's 29 counties completed and adopted their respective

        county resource management plan, and presented their plan to the Commission for the

        Stewardship of Public Lands; 
        WHEREAS, federal laws including the National Environmental Policy Act and the Federal Land Policy and Management Act require that federal agencies, to the extent allowed by law, follow state and local resource management plans;
        WHEREAS, federal regulations provide that, when state and local government policies, plans, and programs differ, those of higher authority within the state will normally be followed;        
        WHEREAS, PLPCO completed and submitted the "State of Utah Resource

        Management Plan" to the Commission for the Stewardship of Public Lands; and
