Chair Fillmore called the meeting to order at 9:00 a.m.
MOTION: Sen. Christensen moved to approve the minutes of the February 21, 2018. The motion passed with a vote of 6-0-2.

Sen. Vickers explained the bill with assistance of Jennifer Dailey-Provost, Utah Academy of Family Physicians, and Michelle McOmber, Chief Executive Officer, Utah Medical Association.
Mr. Brian Allen, Lobbyist, America's Health Insurance Plans, spoke in opposition to the bill.
Mr. Eric Cannon, Vice President, Pharmacy Benefits, Select Health, spoke in opposition to the bill.
Dr. Joshua Stolow, Rheumatologist, Board Member, Coalition of State Rheumatology Organizations, spoke in favor of the bill.
Mr. Stephen Foxley, Director of Government of Relations, Regence Blue Cross Blue Shield, spoke in opposition to the bill.
Mr. Marc Watterson, Director of Government Relations, American Heart Association, American Stroke Association, spoke in favor of the bill.
MOTION: Sen. Zehnder moved to pass S.B. 224 out favorably. The motion passed with a vote of 8-0-0.
