Senate Chair Thatcher called the meeting to order 8:12 a.m.
MOTION: House Chair Hutchings moved to approve the minutes of the June 20, 2017, July 26, 2017, September 19, 2017, and October 18, 2017 meetings. The motion passed with a vote of 10-0-6.

1. 8:05 am: Governor's Office (excl. CCJJ)
Mr. Alex Wilson, Fiscal Analyst, Office of the Legislative Fiscal Analyst (LFA), introduced the Governor's Office.
Mr. Duncan Evans, Governor's Office of Management and Budget, introduced Mr. Justin Lee, Director of Elections, Lieutenant Governor's Office, who presented their budget requests.
2b-Governor's Office Requests - 2-5-18
Mr. Lee responded to questions from committee members covering issues related to voting by mail, drafting of ballot initiatives, and possible resources from the federal government to address security concerns.
Mr. Lee resumed his presentation, including funding and responded to questions from committee members with respect to voter verification, Department of Technology and Services (DTS), and emergency funds and fees.
Mr. Evans discussed funding and budget for the Governor's Office of Management and Budget (GOMB.)
Rep. Cutler and Rep. Dunnigan requested a meeting with GOMB and DTS to discuss the Justice Reinvestment Initiative (JRI) data share.
2. 8:45 am: Commission on Criminal and Juvenile Justice (CCJJ)
Mr. Wilson introduced the Commission on Criminal and Juvenile Justice (CCJJ).
Ms. Joanna Landau, Director, Indigent Defense Commission, provided a background on the commission. A discussion followed with Sen. Thatcher and Rep. Hutchings regarding indigent defense and constitutional rights.
Indigent Defense Commission - 2-5-2018
Mr. David Walsh, Deputy Director, Commission on Criminal and Juvenile Justice, presented budget requests.
Jail Reimbursement - CCJJ - 2-5-2018
Mr. Walsh offered clarification to a concern of Sen. Thatcher and Rep. Dunnigan regarding a $2 million item which includes funding for Salt Lake County Jail Bed Funding. A discussion followed.
3d-County Performance Incentive Program
Mr. Wilson provided clarification on the incentive program.
Ms. Doreen Weyland, JRI Coordinator, Commission on Criminal and Juvenile Justice, discussed the Justice Reinvestment Initiative County Performance Incentive Program.
3. 9:15 am: Department of Corrections
Mr. Gary Syphus, Fiscal Analyst, LFA, introduced the Department of Corrections.
Mr. Rollin Cook, Executive Director, Department of Corrections, introduced Mr. Mike Haddon, Deputy Director, Department of Corrections, who presented their requests and distributed a handout "Budget Request, Utah Corrections 2018 Legislative Session."
Sen. Okerlund and others asked for clarification regarding jail contracting and beds available. A discussion followed with Mr. Cook.
Mr. Haddon resumed his presentation.
4. 9:40 am: Office of the Attorney General
Mr. Wilson presented relevant information for the Office of the Attorney General, (OAG).
Mr. Sean D. Reyes, Utah Attorney General, OAG, introduced the office, discussed Building Blocks, and distributed the handout "Funding Requests."
General Reyes responded to questions on the NetSmartz and Sage Grouse Program, and in addition discussed undocumented cases.
Ms. Bridget Romano, Chief Deputy, OAG, clarified questions related to higher education.
Rep. King and General Reyes discussed the opiod crisis.
Rep. Ivory, Rep. Hutchings, and General Reyes commented on Public Lands.
General Reyes clarified a question from Rep. Cutler on budget.
5. 10:30 am: Legislator Requests for Appropriations (RFAs)
Sen. Weiler requested an appropriation for the Indigent Defense Commission. A discussion with committee members followed.
6-Request for Appropriations - 2-5-18
Rep. Ivory presented background information on H.B. 177 and introduced Ms. Kim Cordova, Executive Director, Commission on Criminal and Juvenile Justice, who spoke of the need for victim advocates in the Board of Pardons and Parole.
MOTION: Sen. Dayton moved to adjourn. The motion passed with a vote of 13-0-3.
