1. Committee Business
Chair Weiler called the meeting to order at 10:02 a.m.
MOTION: Rep. Greene moved to approve the minutes of the December 15, 2017, meeting. The motion passed with a vote of 6-0-3.

2. Licensure Overview: Department of Workforce Services
Sarah Brenna, Director, Utah State Office of Rehabilitation, provided a licensing overview.
Licenses issued by the Department of Workforce Services
Dan Mathis, Assistant Director, Division of Services to the Deaf and Hard of Hearing, discussed the importance of certification for qualified interpreters for the deaf and hard of hearing.
3. Licensure Overview: Department of Environmental Quality
Licenses issued by the Department of Environmental Quality
Bryce Bird, Director, Division of Air Quality, discussed certification programs for asbestos and lead-based paint.

Erica Gaddis, Director, Division of Water Quality, discussed certifications for onsite wastewater disposal systems and wastewater treatment operators.
Michael Grange, Division of Drinking Water, discussed drinking water operator certification and drinking water backflow certification.
Brent Everett, Director, Division of Environmental Response and Remediation, discussed requirements for certifications through the division.
Scott Anderson, Director, Division of Waste Management and Radiation Control, discussed the mammography imaging medical physicist certification program.
4. Sunrise Review and Draft Legislation for Automatic Fire Sprinkler Contractors and Related Professions
Adam Sweet, Policy Analyst, Office of Legislative Research and General Counsel, briefed committee members on the criteria for conducting a sunrise review.

Randy Roxson, Executive Director, USA Sprinkler Fitters Association, discussed provisions of 2019 General Session draft legislation "Construction Trades Licensing Amendments."
Application for Licensure: Automatic Fire Sprinkler Contractor and Related Profession

Vince Newburg, Engineer, Delta Fire Systems, and chair, Utah Fire Prevention Board, spoke in support of the application for licensure of automatic fire sprinkler contractors.
Ryan Neilsen, Preferred Fire Protection, spoke to the issue.
Gordon Smith, Firetrol, and president, Utah Society of Fire Protection Professionals, spoke to the issue.
Curtis Cottle, Cottle Fire Protection, discussed deficiencies found in fire sprinkler systems upon inspection and spoke in support of the proposed legislation.
Kristopher Winget, sprinkler fitter, spoke to the issue.
Sen. Mayne discussed the need for the proposed legislation that would create new trade license classifications and requirements for automatic fire sprinkler contractors and related professions.
Committee discussion followed.
Sen. Mayne moved to recommend 2019 General Session draft legislation "Construction Trades Licensing Amendments" as a committee bill and that further work on the bill would be brought to the committee for review.
SUBSTITUTE MOTION: Rep. Greene moved that the discussion move to the next agenda item. The Substitute motion failed with a vote of 4-4-1.

MOTION: Sen. Mayne moved to recommend 2019 General Session draft legislation "Construction Trades Licensing Amendments" as a committee bill and that further work on the bill would be brought to the committee for review. The motion failed with a vote of 3-5-1.

Sen. Harper introduced a South Dakota interstate compact licensure bill that he would like the committee to study.
