MOTION: Chair Weiler moved to approve the minutes of the May 30, 2018, meeting. The motion passed with a vote of 6-0-3.

2. Sunset Review of Anesthesia and Sedation Related Provisions
Mr. Adam J. Sweet, Policy Analyst, Office of Legislative Research and General Counsel, reviewed the six provisions of anesthesia and sedation statutes set to be sunset in 2019 and the criteria for conducting sunset reviews.
2A - H.B. 142, Administration of Anesthesia Amendments (2017 General Session)
Ms. Michelle S. McOmber, Chief Executive Officer, Utah Medical Association, discussed reauthorizing the statute for the next three years.
Ms. McOmber responded to questions and comments from the committee.
Dr. Iona M. Thraen, Program Manager, Utah Department of Health, spoke to extending the statute for three years.
Dr. Thraen responded to questions and comments from the committee.
Ms. Sheila Walsh-McDonald, Legislative Liaison, Department of Health, provided information related to the ongoing costs.
Ms. Walsh-McDonald responded to questions and comments from the committee.
Nate Secrest, Utah Association of Nurse Anesthetists, provided public comment on the issue.

Mr. Sweet provided comment on the creation of the provisions.
MOTION: Rep. Duckworth moved to open committee bill file to recommend and extension of the sunset date for three years beyond its current sunset date. The motion passed with a vote of 6-0-3.

Mr. Sweet reviewed the Speech-Language Pathology and Audiology Licensing Act.

MOTION: Rep. Duckworth moved to open a bill file to extend the sunset review for ten years. The motion passed with a vote of 5-1-3.

Mr. Sweet provided background on the issue.
Mr. Coy D. Porter, State Fire Marshal, State Fire Marshal Division, reviewed entites licensed or certified by the Utah State Fire Marshal's Division.

Mr. J. Scott Stephenson, Director, Peace Officer Standards and Training Division, reviewed certifications for peace officers.

Ms. Alice Moffat, Director, Bureau of Criminal Identification, reviewed the licenses issued by the Bureau of Criminal Identification.

5. Occupational Licensing Policy Learning Consortium
Chairman Brian M. Greene discussed the action items that were identified by the state's Occupational Licensing Policy Learning Consortium Core Team.
Mr. Sweet reviewed the purpose of the Consortium Core Team and the actions discussed at the last meeting.
The committee provided comments on the issue.
Connor Boyack, Libertas Institute, provided public comment on the right to work.
Mr. Boyack responded to questions and comments from the committee.
6. Draft Legislation "Massage Therapy Practice Act Amendments"
4A - Massage Therapy Practice Act Amendments (2019 General Session Draft Legislation)
Senator Wayne A. Harper discussed draft legislation regarding Massage Therapy Practice Act.
MOTION: Sen. Harper moved to pass out the draft legislation with a positive recommendation. The motion passed with a vote of 7-0-2.
