1. Committee Business
Chair Anderegg called the meeting to order at 8:42 a.m.
Chair Anderegg announced changes to the agenda.
2. Earned Income Tax Credit (draft legislation)
At the request of Rep. Westwood, this item will be discussed at a later date.
MOTION: Rep. Westwood moved to approve the meeting minutes of August 15, 2018. The motion passed with a vote of 9-0-6.

3. Early Childhood Care and Learning Coordination (draft legislation)
Rep. Bruce R. Cutler reviewed 2019 General Session draft legislation "Early Childhood Coordination Amendments" (2019 FL-0714/007), produced by the Early Childhood Working Group formed in coordination with the Education Interim Committee to identify next steps in coordinating early childhood care and learning.

Rep. Edwards spoke to the bill.
Chair Anderegg opened the agenda item discussion to public comment.
Mr. Kory M. Holdaway, representing the Utah Private Childcare Association, spoke to the association's interest in the bill.
Ms. Elizabeth Garbe, Senior Director, Government Relations and Public Policy, United Way of Salt Lake, spoke to the organization's interest in the bill.
Ms. Garbe responded to questions and comments from the committee.
Ms. Kathy Bounous, General Counsel, Utah Department of Workforce Services, responded to questions.
Ms. Sheila Walsh-McDonald, Legislative Liaison, Department of Health, responded to questions and comments from the committee.
4. Governor's Office of Economic Development Annual Report
Mr. Q. Val Hale, Executive Director, Governor's Office of Economic Development; with assistance from Ms. Jill Flygare, Managing Director, Internal Operations, Governor's Office of Economic Development; reviewed the office's annual report and responded throughout their presentation to questions and comments from the committee.

Ms. Ginger Chinn, Managing Director, Business Services, Governor's Office of Economic Development, assisted Mr. Hale and responded to questions and comments from the committee.
5. Legislative Dashboard
Ms. Flygare demonstrated the legislative dashboard being developed by the Governor's Office of Economic Development as a resource for legislators to access details about economic development tax incentives. Throughout the demonstration, she and Mr. Hale responded to questions and comments from the committee.
Mr. Benjamin Hart, Deputy Director, Governor's Office of Economic Development, also responded to questions and concerns of the committee.
6. Department of Workforce Services Annual Report
Mr. Jon Pierpont, Executive Director, Utah Department of Workforce Services, reviewed the department's annual report.

Mr. Brian Somers, Managing Director, Utah Science Technology and Research Initiative, reviewed the initiative's annual report.

8. Department of Heritage and Arts Annual Report
Ms. Jill Remington Love, Executive Director, Utah Department of Heritage and Arts, reviewed the department's annual report.
