Chair Snow called the meeting to order at 7:07 a.m.
1. Committee Business
MOTION: Rep. King moved to approve the September 18, 2018, meeting minutes. The motion passed with a vote of 6-0-3.

2. Privileged Information Allowed in Court
Mr. Blake Nakamura, Chief Deputy District Attorney, Salt Lake County District Attorney's Office, discussed whether privilege should apply to communications between a victim and a system-based advocate as opposed to a community-based advocate and answered questions from the committee.
Ms. Lorianne Szendre, Program Manager, Victim Services Unit, Salt Lake County District Attorney's Office, provided information on the perspective of a system-based advocate and answered questions from the committee.
Mr. Edward Brass, Criminal Defense Attorney, discussed due process of law and the role it plays in communications with victim advocates and answered questions from the committee.
Mr. Richard Mauro, Executive Director, Salt Lake Legal Defender Association, discussed what evidence should be discoverable and answered questions from the committee.
Ms. Jacey Skinner, Deputy State Court Administrator, Administrative Office of the Courts, discussed the principle of privilege in a court of law.
3. Relation of State Statutes and Judicial Rules of Evidence and Procedure
Ms. Jacey Skinner, Deputy State Court Administrator, Administrative Office of the Courts, discussed the relation of state statutes and judicial rules of evidence and procedure.
4. Discuss Possible Legislation
MOTION: Sen. Weiler moved to open a committee bill file. The motion passed with a vote of 8-0-1.
