1. Committee Business
Chair Edwards called the meeting to order at 8:45 a.m. Sen. Anderegg was excused from the meeting.
2. Utah Technology Sector
Dr. Carrie Mayne, Chief Economist and Director, Workforce Research and Analysis Division, Department of Workforce Services, reviewed Utah's labor market and the technology sector.

Chair Edwards announced that this agenda item would not be addressed.
4. Early Childhood Coordination Amendments (draft legislation)
Rep. Bruce R. Cutler reviewed 2019 General Session draft legislation "Early Childhood Coordination Amendments" (2019FL-0714/018), which was produced by the Early Childhood Working Group formed in coordination with the Education Interim Committee.

Mr. Kory Holdaway, representative, Utah Private Child Care Association, spoke in favor of the legislation.
Ms. Anna Thomas, Policy Analyst, Voices for Utah Children, spoke in favor of the legislation.
Ms. Marilyn S. Larsen, Owner and Director, Corner Canyon Academy, spoke in favor of the legislation.
Ms. Larsen responded to questions and comments from the committee.
Ms. LeAnn Wood, Education Commissioner, Utah PTA, spoke in favor of the legislation.
Rep. Westwood moved to forward 2019 General Session draft legislation "Early Childhood Coordination Amendments" (2019FL-0714/018) as a committee bill.
Chair Edwards paused the vote on the motion to wait for a quorum.

Rep. Val K. Potter discussed 2019 General Session draft legislation "Affordable Housing Modifications" (2019FL-0684/008), which is related to the work of the Commission on Housing Affordability created in 2018 General Session H.B. 430, "Affordable Housing Amendments."
Rep. Joel K. Briscoe continued the discussion of the legislation.
Rep. Potter and Rep. Briscoe responded to questions and comments from the committee.
Mr. Jonathan Hardy, Division Director, Housing and Community Development, Department of Workforce Services, responded to questions and comments from the committee.
Mr. Cameron Diehl, Executive Director, Utah League of Cities and Towns, expressed the league's view of the legislation.
Mr. Andrew Gruber, Executive Director, Wasatch Front Regional Council, spoke to the issue.
The presenters responded to questions and comments from the committee.

MOTION: Rep. Winder moved to forward 2019 General Session draft legislation "Affordable Housing Modifications" (2019FL-0684/008) as a committee bill. The motion passed with a vote of 10-3-2.
