| Ms. Margo Thurman, Epilepsy Foundation and Epilepsy Foundation of Utah, submitted a written statement urging "the legislature to allow Proposition 2 to go into effect" and imploring the Legislature "to carefully consider
the negative impact some provisions" of the bill "will have on access for individuals who need it most", should the bill go forward. In her oral comments shed indicated the associations support the bill as long as access to care is preserved and prescribing cap is removed. |

| Dr. Bonnie Kilgannon, representing her patients and other healthcare providers who believe medical cannabis should be legal in the state, expressed concerns about the bill. |

|
| Mr. Justin Arriola, TRUCE, stated that he represents patients and veterans in Utah, spoke about the bill and made a recommendation. |

| Ms. Virginia Lee requested clarification about how the bill will affect the availability of cannabidiol. |

| Mr. Will Carlson, Salt Lake County District Attorney's Office, expressed concerns about the bill and made recommendations. |

| Ms. Gigi Whaley-Pryor, APRN (advanced practice registered nurse), expressed concerns about the bill and made a recommendation. |

| Mr. John Barnes, Veritec Solutions, described Florida's electronic data system for medical cannabis. He said Utah should ensure that its electronic data system provider for medical cannabis has a regulatory focus and does not provide services that conflict with entities that could compromise the integrity of the medical cannabis program. |

| Mr. Travis Remington, Co-founder of the Beehive Cannabis Club, spoke about medical cannabis. |

| Mr. Joe Russo spoke about traumatic brain injury and in support of Proposition 2 and made recommendations. |

| Mr. Scott Ericson, Deputy Commissioner, Utah Department of Agriculture and Food, spoke about implementation of the bill, contrasted the bill with Proposition 2, and made recommendations. |
|
| Mr. Mark Babitz, Deputy Director, Department of Health, indicated the department has formed a strike team to address implementation of the bill. |
|
| Mr. Rich Oborn, project lead at the Department of Health for implementing Proposition 2 and any agreement that may come forth from the Legislature. He indicated how the department sees the bill as a step forward, discussed actions the department is taking to implement Proposition 2, and made recommendations. |
|
| Mr. Paul Edwards, Deputy Chief of Staff, Governor's Office, expressed support for the bill. He indicated the executive branch is very confident it will be able to meet the statutory deadlines in the bill, and its effort will be to beat those deadlines. |
|
| Speaker Hughes addressed issues raised during public comment and indicated that Senator Evan J. Vickers will sponsor the bill. |
