Chair Handy called the meeting to order at 2:03 p.m.
Chair Handy reviewed the agenda and stated that the committee would not consider H.B. 76 at this meeting.
Chair Handy introduced committee staff.
Chair Handy invited the Representatives on the committee to introduce themselves.

Rep. Lee Perry presented H.B. 39.
MOTION: Rep. Potter moved to adopt 1st Substitute H.B. 39. The motion passed with a vote of 10-0-1.

LeGrand Bitter spoke for the bill.
Matt Peters, Director of the Utah Automated Geographic Reference Center, spoke for the bill.
