Chair Pulsipher called the meeting to order at 4:04 p.m.
MOTION: Rep. Watkins moved to approve the minutes from the February 6, 2019 meeting. The motion passed with a vote of 7-0-6.

Rep. Raymond P. Ward presented the bill with the assistance of Christy Walker, School and Student Safety Specialist, Utah State Board of Education.
A handout "Student and School Safety Assessment Bill: HB-120" was distributed to the committee.
Linda Hansen, board member, Utah State Board of Education, spoke in favor of the bill.
Sheri Mattle, Safety Commissioner, Utah PTA, spoke in favor of the bill.
Anna Thomas, Policy Analyst, Voices for Utah Children, spoke to the bill.
Andrew Riggle, Public Policy Advocate, Disability Law Center, spoke in opposition to the bill.
Mary Nielson, Utah School Boards Association, spoke in favor of the bill.
Ted Black, Chief Deputy State Fire Marshal, Utah State Fire Marshal's Office, spoke in favor of the bill.
Connor Boyack, President, Libertas Institute, spoke to the bill.
Lani Jerman, Restorative Justice Collaborative of Utah, spoke to the bill.
MOTION: Rep. Poulson moved to replace H.B. 120 with 1st Substitute H.B. 120. The motion passed with a vote of 10-0-3.
