1. 8:00 am: Call to Order
House Chair Hutchings called the meeting to order at 8:08 a.m.
2. 8:01 am: Budget Overview
Mr. Gary Syphus, Fiscal Analyst, Office of the Legislative Fiscal Analyst (LFA), provided an overview of the budget.

Mr. Alex Wilson, Fiscal Analyst, LFA, discussed performance measures for the agencies.
3. 8:20 am: Board of Pardons and Parole (Base budget ? $5.7 million)
Mr. Syphus provided the LFA analyst presentation and addressed information found in the COBI document.

Ms. Carrie Cochran, Chair, Board of Pardons and Parole (BOPP), along with Mr. Greg Johnson, Director, Administrative Services, BOPP, presented a brief overview of the agency.
Mr. Johnson provided a slide presentation showing electronic systems within the agency, the Justice Reinvestment Initiative (JRI), sentencing guidelines and others.
A discussion followed with questions and clarifications from Sen. Buxton, Chair Hutchings, and Rep. Andersen.
4. 8:55 am: Governor's Office (Base budget ? $18.7 million)
Mr. Wilson provided the LFA analyst presentation including clarification on reductions, the Commission on Federalism Reduction, Emergency Fund Consolidation, Grant System Project Manager, the State Coordination System Recovery and the LeRay McAllister Fund.

Chair Hutchings and Mr. Wilson provided clarification to a question from Sen. Buxton related to the LeRay McAllister Fund
Mr. Duncan Evans, Budget Manager, Governor's Office of Management and Budget (GOMB), and Mr. Evan Curtis, State Planning Coordinator, GOMB, introduced challenges and recommendations within the the office.
Mr. Curtis fielded questions on open space and the 2020 Census from Sen. Anderegg, Sen. Kitchen, and Rep. Romero.
Mr. Evans continued the presentation on recommendations and requests and responded to questions from Sen. Buxton and Chair Hutchings on subjects such as grant writing, matching funds for the LeRay McAllister Fund, funds for a half-time member on the Privatization Board, and rollover funds.
5. 9:50 am: Commission on Criminal and Juvenile Justice (Base budget ? $58.7 million)
Mr. Wilson introduced the LFA analyst presentation.

5b-CCJJ Presentation
Ms. Kim Cordova, Executive Director, Commission on Criminal and Juvenile Justice (CCJJ), provided an overview of the agency.
Mr. Dave Walsh, Deputy Director, CCJJ, discussed concerns related to funding, performance measures, and building blocks. He also provided history where relevant as he clarified questions from Chair Hutchings.
Ms. Jennifer Yim, Executive Director, Judicial Performance Evaluation Commission (JPEC), gave an overview of JPEC and addressed building block requests.
Rep. King commented on the high quality of the state's judicial branch
Ms. Joanna Landau, Director, Utah Indigent Defense Commission, provided an overview of the commission and requests for building blocks.
Chair Hutchings asked for clarification of the commission's obligation for funding a city's justice court. A discussion followed.
Mr. Walsh continued with a presentation on extraditions and the grant management system.
Mr. Wilson stated that jail reimbursement has upward pressure on it so the recommendation from his office is a potential statue change making the percentage equal to what they are funded now.
Mr. Scott Jenkins, Commissioner, Weber County, addressed the issue of jail reimbursement for Weber County.
Mr. Reed Richards, Weber County Attorney's Office, offered clarification on jail reimbursement.
Sen. Anderegg moved to adjourn at 10:58 a.m. Chair Hutchings adjourned the meeting at 10:58 a.m.
