Chair Winterton called the meeting to order at 3:45 p.m.
MOTION: Sen. Escamilla moved to approve the minutes of the February 7, 2019 meeting. The motion passed with a vote of 6-0-2.

1. S.B. 59 Child Welfare Worker Protections (Vickers, E.)
Sen. Vickers presented the bill with the assistance of Mr. Douglas Spencer, Caseworker, Division of Child and Family Services within the Department of Human Services, and Ms. Diane Moore, Director, Division of Child and Family Services.
MOTION: Sen. Vickers moved to amend S.B. 59 with Amendment #1. The motion passed with a vote of 7-0-1.

1.        Page 2, Lines 29 through 34: 
29                 (2) An individual who commits an assault or threat of violence against a child welfare
30         worker is guilty of a class A misdemeanor if:
31                 (a) the individual is not :
        (i)_ a prisoner or an individual detained under Section 77-7-15; or
        (ii) a minor in the custody of or receiving services from a division within the Department of Human Services;
32                 (b) the individual knew that the victim was a child welfare worker; and
33                 (c) the child welfare worker was acting within the scope of the child welfare worker's
34         authority at the time of the assault or threat of violence.

5. 5 Report by U.S. Department of Health and Human Services Region 8 Director Dr. Brian E. Shiozawa, M.D., on Secretary Alex M. Azar II's priorities, with Q&A by the committee.
Dr. Shiowaza reviewed four of Secretary Azar's goals: 1) increase affordability of health insurance; 2) promote value-based health care; 3) fight opioid and substance abuse; and 4) decrease the high price of prescription drugs.
