Chair Harper called the meeting to order at 12:40 p.m.
1. H.B. 30 Utah Retirement Systems Amendments (Robertson, A.)
Rep. Robertson explained the bill.
MOTION: Sen. Fillmore moved to amend H.B. 30 with Amendment #2. The motion passed with a vote of 4-0-3.

1.        Page 17, Lines 499 through 501: 
499                 (l) one council member shall be a special district officer or employee selected by the
500         governing board of the association { representative of a majority } representing the largest number of special service districts and
501         local districts who participate in a system administered by the board.

2.        Page 19, Lines 564 through 566: 
564                 (2) (a) (i) A justice court judge who has service with only one participating employer shall
565         be { [ } considered { ] } { determined to be } part-time or full-time by the office { [ } as { ] } { after a review of the
566         employment facts and circumstances } certified by the participating employer { to the office } .
        (ii) If there is a dispute between the office and a participating employer or justice court judge over whether service is full-time or part-time for any employment period, the disputed service shall be submitted by the office to the Administrative Office of the Courts for determination.

Mr. David Spatafore representing Police Chiefs' Association, Fire Chiefs' Association, Unified Fire Authority, and Salt Lake Valley Law Enforcement (UPD) Officers spoke to the bill.
Mr. Tom Ross, Bountiful City Police Chief, and Utah Chiefs' of Police Association President, spoke in favor of the bill.
Mr. Craig Moody, Utah Highway Patrol Troopers Association, spoke in favor of the bill.
Mr. Jack Tidrow, President, Professional Firefighters of Utah (PFU), spoke in favor of the bill.
Mr. Marty Peterson, Pension Officer, PFU, spoke in favor of the bill.
Mr. Ken Wallentine, Chief of Police, West Jordan City, spoke in favor of the bill.
Mr. Rusty Cannon, President, Utah Taxpayer's Association, spoke to the bill.
Ms. Kendle Zdunich, Membership Communications, Utah Public Employees Association, spoke in favor of the bill.
