Chair Eliason called the meeting to order at 8:04 a.m. |

1. Student Credential Enhancement to CTE Career Skills Certification (Rep. Shipp) Request Amount: $2,895,000 One-time |
|
Rep. Rex P. Shipp presented the RFA Student Credential Enhancement to CTE Career Skills Certification for $2,895,000 (one-time) with the assistance of Mr. Brock Smith, Executive Vice President of Business Development for Precision Exams, and a handout provided to the committee. |

Sen. Winterton asked a clarifying question about the reason for the request and Mr. Smith responded. |

2. Junior Achievement (Rep. Peterson) |
|
Rep. Jeremy A. Peterson presented the RFA Junior Achievement for $500,000 (one-time), with the assistance of Ms. Christy Tribe, President and CEO of Junior Achievement of Utah, and Ms. Julie Hoth, Vice Principal at Jennie P. Stewart Elementary, along with a handout provided to the committee. |

Sen. Riebe commented on how much kids love this program and Ms. Tribe responded. |

Chair Eliason asked the witnesses to restate their names for the record and commented on his experience with the Junior Achievement program. |

3. Interventions for Reading Difficulties (Sen. Millner) |
|
Sen. Millner presented the RFA Interventions for Reading Difficulties for $350,000 (ongoing) with the assistance of Ms. Jennifer Throndsen, Utah State School Board (USBE) Literacy Team Coordinator. |
|
Sen. Riebe asked a clarifying question regarding the tools used to evaluate the program and Ms. Throndsen responded. |
|
Rep. Briscoe asked a clarifying question about the program's similarities and differences related to the University Reading Clinic and Ms. Throndsen responded. |
|
Sen. Hillyard asked a clarifying question about the state's low reading level and both Ms. Throndsen and Rep. Millner responded. |

Rep. Poulson commented on the benefits of early intervention and asked a clarifying question about the history of the program and Ms. Throndsen responded. |

4. Unified Sports in High Schools (Quinn) |
|
Rep. Tim Quinn presented the RFA Unified Sports in High School for $50,000 (one-time) with the assistance of Ms. D'Arcy Dixon Pignanelli, President and CEO of Special Olympics Utah (SOUT), with a handout provided to the committee. |

5. Grand County School CTE Addition (Rep. Watkins) |
|
Rep. Christine Watkins presented the RFA Grand County School CTE Addition for $6,000,000 (one-time) with the assistance of Mr. Jim Stocks, CTE Director of Grand County School District, and provided a printed handout of the PowerPoint presentation to the committee. |
|
Rep. Eliason asked a clarifying question about the request in relation to Grand County School District and both Mr. Jim Webster, Grand County Board of Education, and Rep. Watkins responded. |

6. Create Utah: Digital Literacy Initiative (Waldrip) |
|
Rep. Waldrip presented the RFA Create Utah: Digital Literacy Initiative for $1,750,000 (ongoing) with the assistance of Mr. Eric Scholer, CTE teacher at Layton High School, Mr. William Chamberlin, senior at Layton High School, Maria Crago, junior at Layton High School, and Kaitlyn Salo, student officer at Layton High School. |

Sen. Riebe asked a clarifying question about scaling back the request and both Rep. Waldrip and Mr. Chris Blake, Representative from Adobe, responded. |

7. H.B. 236, Teacher Salary Supplement Amendments (Christofferson) |
|
Rep. Kay J. Christofferson presented the companion RFA to H.B. 236, Teacher Salary Supplement Amendments, for $4,900,000 (ongoing) with the assistance of Mr. Travis Rawlings, Education Licencing Coordinator for USBE. |

Rep. Poulson asked a clarifying question about legislation paired with the request and Rep. Christofferson responded. |

8. Charter School Administrative Costs |

Mr. Ben Leishman, Fiscal Analyst, presented the Charter School Administrative Costs and provided recommendations to the committee through the use of a slide presentation. |

Briscoe presented the RFA KnowWhere Campus Safety & Emergency Communication for $9,998,769.22 (one-time) with the use of a handout, example of the proposed classroom pod, and slide presentation. |

12. 9:00 a.m. Beverly Taylor Sorenson Arts Learning Program (Waldrip) |
|
Rep. Waldrip presented the RFA Beverly Taylor Sorenson Arts Learning Program (BTSALP) for $1,500,000 (ongoing) with the assistance of Mr. Larry Shumway, Artworks for Kids. |

Chair Eliason commented on the request. |

Mr. Scott Jones, Deputy Superintendent of Operations for USBE, and Mr. Jacob Wright, Budget and Policy Analyst for the Governor's Office of Management and Budget, presented and compared the Governor's budget recommendations and State Board's budget recommendations. |

Rep. Briscoe asked a clarifying question about the rainy day fund and both Mr. Wright and Mr. Leishman responded. |

Chair Eliason invited Mr. Mark Huntsman, USBE Chair, to come forward and join the presentation. |

|
Rep. John Knotwell presented the companion request for H.B. 227, Utah Computer Science Grant for $7,150,000 with the assistance of Ms. Sydnee Dickson, State Superintendent of Public Instruction for USBE, and Ms. Kimberlee Carlile, Director of Talent Ready Utah for the Governor’s Office of Economic Development (GOED). |

Rep. Johnson commented on the various benefits kids get from learning to code. |

Rep. Waldrip commented on his relation to the creator of Atari. |

Sen. Riebe asked a clarifying question regarding where the grant money passes through and Rep. Knotwell responded that it would pass through USBE. |

Ms. Emily Willis, Financial Analyst, provided an overview of the Early Learning Programs in the education budget by utilizing a program matrix and handouts. |
