3. H.B. 223 Unlawful Installation of a Tracking Device (Poulson, M.)
Rep. Poulson presented the bill to the committee with the assistance of Chief Robbie Russo, Cottonwood Heights Police. Ms. Nicole Jolley and Ms. Mindy Wallenda, domestic violence victims, were invited to tell their experiences to the committee.
Ms. Heather Woolsey, domestic violence victim, spoke in opposition to the bill.
Mr. John-Michael Zimmerle, Private Investigators of Utah, spoke in opposition to the bill and provided a packet of handouts to the committee.
Rep. Miles moved to pass H.B. 223 out favorably.
The motion passed with a vote 8-1-2.
