MOTION: Rep. Owens moved to approve the minutes of Feb 13, 2019. The motion passed with a vote of 5-0-6.

Rep. Kwan presented the resolution.
Sheriff Rosie Rivera, Salt Lake County, spoke in favor of the resolution.
Ms. Emily Walsh, Legislative Action Committee Co-Director, League of Women Voters of Utah, spoke in favor of the resolution.
Ms. Lauren Simpson, Policy Fellow, Alliance for a Better Utah, spoke in favor of the resolution.
Rep. Hutchings moved to amend H.J.R. 21 by striking the word "shall" in line 66. Motion withdrawn.
MOTION: Rep. Lisonbee moved to amend H.J.R. 21 with Amendment #3 (with the corrected spelling of the word "autonomy"). The motion passed with a vote of 8-0-3.
