1.        Page 4, Lines 89 through 111: 
89                 (3) Subject to appropriations from the Legislature, and subject to the approval of the talent ready board, the state board shall distribute to
90         local education agencies money appropriated for the grant program in accordance with this
91         section.
92                 (4) The { talent ready } state board shall:
93                 (a) solicit applications from local education agency boards to receive grant money
94         under the grant program; { and }
95                 (b) make recommendations to the { state } talent ready board regarding the awarding of grant money to
96         a local education agency board on behalf of a local education agency based on the criteria
97         described in Subsection (6) { .   } ; and
        (c) obtain final approval from the talent ready board before awarding grant money.
98                 (5) In administering the Computer Science for Utah Grant Program, the state board and
99         the office, in consultation with the talent ready board, may make rules, in accordance with this
100         part and Title 63G, Chapter 3, Utah Administrative Rulemaking Act, that:
101                 (a) describe the form and deadlines for a grant application by a local education agency
102         under this section; and
103                 (b) describe the reporting requirements required by a local education agency after
104         receiving a grant under this section.
105                 (6) In awarding a grant under Subsection (3), the state board shall consider { the   }
106         { recommendations of the talent ready board described in Subsection (4)(b) and } the effectiveness
107         of the local education agency in creating and implementing a local education agency computer
108         science plan as described in Subsection (7).
109                 (7) Each local education agency that seeks a grant as described in this section shall
110         submit a written computer science plan, in a form approved by the state board and the talent ready board, that:
111                 (a) covers at least four years;

62                 [(A)] (i) stress the importance of abstinence from all sexual activity before marriage
63         and fidelity after marriage as methods for preventing certain communicable diseases; [and]
64                 [(B)] (ii) stress personal skills that encourage individual choice of abstinence and
65         fidelity[.];
66                 (iii) prohibit instruction in:
67                 (A) the intricacies of intercourse, sexual stimulation, or erotic behavior;
68                 (B) the advocacy of premarital or extramarital sexual activity; or
69                 (C) the advocacy or encouragement of the use of contraceptive methods or devices;
70                 (iv) subject to Subsection (2)(g), allow instruction to include information about the medical characteristics { , } of contraceptive methods or devices such as
71         effectiveness, { and } limitations { of contraceptive methods or devices } , and risks ; and
72                 (v) for an LEA governing board that adopts instructional materials under Subsection
