Chair Dunnigan called the meeting to order at 8:03 a.m.
MOTION: Rep. Roberts moved to approve the minutes of the February 19, 2019, meeting. The motion passed with a vote of 8-0-7.

MOTION: Rep. Quinn moved to pass H.B. 322 out favorably. The motion passed with a vote of 11-0-4.

2. H.B. 274 Retail Tobacco Specialty Business Amendments (Dailey-Provost, J.)
Rep. Jennifer Dailey-Provost explained the bill to the committee, provided a handout, and showed a PowerPoint presentation. Dr. Sarah Woolsey presented information regarding addiction to nicotine and the changes it causes to brains. Dr. Joseph K. Miner, Executive Director, Department of Health, presented statistics on addiction and the use of e-cigarettes by youth. Dr. Woolsey and Dr. Miner answered questions from the committee.
Mr. Dave Davis, Utah Retail Merchants Association and Utah Food Industry Association, spoke in opposition to the bill.
Ms. DeAnn Kettenring, Health Commissioner, Utah PTA, spoke in support of the bill.
Mr. Beau Maxon, Utah Vapor Business Association, spoke in opposition to the bill.
Mr. Jordan Mathis, Executive Director, Tri-County Health Department, spoke in support of the bill.
Mr. Gary Thorup, Utah Petroleum Marketers and Retailers Association, spoke in opposition to the bill.
Mr. Marc Watterson, American Heart Association, spoke in support of the bill.
Rep. King moved to pass H.B. 274 out favorably.
The motion passed with a vote 9-4-2.

Ms. Dana Malick, Pharmaceutical Research and Manufacturers of America, spoke in opposition to the bill.
Ms. Moira Jackson-Drage, citizen, spoke in support of the bill.
Ms. Carrie Butler, Action Utah, spoke in support of the bill.
MOTION: Rep. Hall moved to adjourn. The motion passed with a vote of 13-0-2.
