1. Commission Business
Chair Hinkins called the meeting to order at 12:52 p.m. and excused Sen. Winterton from the meeting. He led those in attendance in the Pledge of Allegiance and invited Rep. Snider to give an opening prayer.
Chair Hinkins asked commission members to introduce themselves.
MOTION: Rep. Briscoe moved to approve the meeting minutes of December 19, 2018. The motion passed with a vote of 7-0-1.

2. Update from Federal Delegation
Ms. Carolyn Phippen, Area Director, Intergovernmental Affairs Advisor, U.S. Senator Mike Lee's office, provided an update from Senator Lee regarding efforts related to public land management.
Ms. Phippen responded to questions and comments from the commission.
Mr. Matt Anderson, Northern Director, U.S. Senator Mitt Romney's office, spoke of the senator's concern for public lands. Mr. Anderson indicated that Senator Romney recognizes the impacts of federal land management on the state and would like to work comprehensively with the Legislature and local governments to find solutions to public lands questions.
Mr. Anderson responded to questions and comments from the commission.
3. Public Lands Update
Rep. Stratton reviewed the current status and economic impact of Utah's public lands.

Rep. Stratton responded to questions and comments from the commission.
Ms. Humberstone clarified information shown on the handout "Economic Impact of Utah Public Lands."
Chair Hinkins invited public comment.
4. Update from Federal Delegation
Mr. Travis Campbell, District Office Assistant, U.S. Congressman Rob Bishop's office, introduced himself.
U.S. Congressman Rob Bishop provided an update regarding his efforts related to public land management.
5. Public Land Management
Rep. Stratton addressed the management of public land, particularly in Emery County, the Grand Staircase-Escalante National Monument, the Bears Ears National Monument, and the Central Wasatch Range.

Rep. Stratton responded to questions and comments from the commission.
Chair Hinkins invited public comment.
Mr. Jesse Dean, Deputy Director, Central Wasatch Commission, reviewed the Central Wasatch National Conservation and Recreation Area Act, presented in the December meeting.
5B-Letter to CSPL [Central Wasatch Commission]
Mr. Dean responded to questions and comments from the commission.
Mr. Paul Raymond, Camp Williams, Utah National Guard, applauded the commission for its efforts and proactive approach to public land management.
Rep. Stratton concluded his comments on public land management and reviewed the commission's letters to the Legislative Management Committee.
MOTION: Rep. Stratton moved to approve the two commission letters, dated January 24, 2019, to be sent to the Legislative Management Committee, Senate President Adams (Chair) and House Speaker Wilson (Vice Chair). The motion passed with a vote of 6-1-1.

6. Federal Designations (draft legislation)
Rep. Albrecht reviewed 2019 General Session H.B. 78, "Federal Designations," which addresses a governmental entity that advocates or lobbies for a federal designation in the state.

Rep. Albrecht responded to questions and comments from the commission.
Ms. Gilbert provided clarifying legal direction to the commission.
MOTION: Rep. Stratton moved to support 2019 General Session H.B. 78, "Federal Designations," in the concept of creating coordination and communication and to encourage the bill's sponsor to consider the input offered during commission discussion. The motion passed with a vote of 6-1-1.

7. Public Land Management
Returning to the agenda item titled "Public Land Management," Rep. Stratton moved to amend 2019 General Session draft legislation "Joint Resolution on the Development of Public Land Management Plans" (2019FL-0881/002) as follows: Change "development" to "formulation" and "formulating" throughout. Insert, after Line 64: "Whereas, local jurisdictions have done significant work to improve the management of federally controlled public land, based on extensive public input."Insert, after Line 80: "Be it further resolved that the land-use plans draw upon and integrate work already completed in the area of public land management, including the efforts of local jurisdictions, the statewide resource management plan, and existing state law."Delete Lines 76 and 77 and the last word in Line 75.In Line 74, change the word "expertise" to "charge." Line 74 would then read: "Whereas the Commission for the Stewardship of Public Lands has the charge to oversee the the development of land-use plans for federally controlled public lands in the state."
SUBSTITUTE MOTION: Rep. Ivory moved to amend Rep. Stratton's motion by changing the word 'improve' to 'regarding' where it says: "the local subdivisions have done substantial work to improve federal management." The substitute motion passed with a vote of 7-0-1.

MOTION: Rep. Stratton moved to pass out 2019 General Session draft legislation "Joint Resolution on the Development of Public Land Management Plans" (2019FL-0881/002) with a favorable recommendation, as amended. The motion passed with a vote of 6-1-1.
