1. 8:00 am: Call to Order/Approval of Minutes |
|
Senate Chair Anderegg called the meeting to order at 8:10 a.m. |
|
There were no minutes to approve. |

2. 8:05 am: Office of the State Auditor (Base budget ? $6.5 million) |
|
Mr. John Dougall, Utah State Auditor, touched on their mission and presented an overview of the Office of the State Auditor. |
|
Mr. Phil Bates, Chief Information Security Officer, Department of Technology Services (DTS), commented on the cyber task force and security scanning. Mr. Dougall resumed his presentation. |
|
Mr. Dougall responded to questions from Chair Anderegg related to an analysis of teacher misconduct. He asked if there were any aspects within the statute of protections for teachers that are sometimes hindering government oversight and noted the lack of reporting by school administrators. Mr. McDougall then resumed his presentation highlighting staffing, budget, and building block requests. |

3. 8:40 am: Department of Public Safety (Base budget ? $197.9 million) |
|
Mr. Gary Syphus, Fiscal Analyst, Office of the Legislative Fiscal Analyst (LFA), provided a brief introduction to the department focusing on potential items for reductions and funding recommendations. |
|
Mr. Jess Anderson, Commissioner, Department of Public Safety, addressed the agency presentation highlighting successes such as restoration of the Pioneer Park area, new hires, cold case data base, and no more than a six minute wait time for driver licenses. |
|
Rep. Hutchings asked if graduate degrees make a difference in the employee pay scale. |
|
Mr. Anderson continued his presentation highlighting building block requests. |
|
Chair Anderegg, Sen. Harper, Sen. Kitchen, and Rep. Ferry discussed needs of the 911 system with Mr. Anderson. |
|
Mr. Anderson resumed his presentation highlighting requests for video storage, coordination of data bases among public safety agencies, gun denial attempts, and intelligence technology. |
|
Mr. Anderson responded to a question from Sen. Kitchen regarding public safety intelligence software and the use of artificial intelligence. |
|
Mr. Anderson responded to a question from Rep. Romero relating to the use of vendors. A discussion followed. |
|
Mr. Anderson continued his presentation highlighting Operation Rio Grande and clarified questions from Chair Anderegg and Rep. Anderson regarding the movement of the homeless population. |
|
Sen. Kitchen asked for Mr. Anderson's perspective of Operation Rio Grande and how it has affected the drug and sex traffic. |
|
Rep. Romero thanked law enforcement for the role they have played in working to improve the homeless issue. |
|
Rep. Hutchings addressed drug and human trafficing concerns. Mr. Joe Brown, Director, Administrative Services, Department of Public Safety, clarified a question on funding. |
|
Rep. Romero gave a disclaimer that she works for Salt Lake City Corporation. |
|
Sen. Kitchen noted that no one anticipated Operation Rio Grande would be an on-going, permanent operation and noted that Salt Lake City Corporation is ready to maintain the progress that has been made. |
|
Mr. Anderson resumed his presentation directing his comments to the Camp Williams shooting range and simulators. |
|
Mr. Brown continued identifying DPC building blocks. |
|
Mr. Anderson discussed the issue of sworn officer pay increases. |
|
Sen. Bramble asked Mr. Anderson a question related to security of national government events held in the state. A discussion followed. |
|
Mr. Anderson asked that funding for the Aero Bureau be left in tack for this year. |
|
Mr. Brown discussed a non-lapsing balance in driver license and budget cuts. |

4. 10:00 am: Legislator Requests for Appropriation |
|
Sen. Okerlund, assisted by Mr. Bruce Adams, Commissioner, San Juan County, requested $1.5 M for San Juan Legal Costs. |
|
Sen. Iwamoto, assisted by Mr. Justin Lee, Director of Elections, Utah Elections Office, requested $45,000 one time for Conflict of Interest Amendments. |

Rep. Handy, assisted by Mr. Kory Holdaway, KMH Consulting, Mr. Dick Garry, Co-President and Co-Founder, Voterise and Ms. Elsa Garry, Co-President and Co-Founder, Voterise, requested $50,000 one time for Voterise Voter Information. |

Rep. Watkins, assisted by Mr. Rodney Rowley, Mayor, Duchesne City, Utah, requested $500,000 to fight litigation. |

Mr. Nathan Bracken, Legal Counsel, Duchesne City and Miton, Utah offered clarification as to the ownership of ground in the two cities. |
|
MOTION: Sen. Bramble moved to adjourn. Sen. Anderegg adjourned the meetiing at 10:47 a.m.
The motion passed with a vote of 11-0-5.
