Chair Nelson called the meeting to order at 3:02 p.m.
Chair Nelson announced that H.B. 343 would not be heard.
MOTION: Rep. Shurtliff moved to approve the minutes. The motion passed with a vote of 10-0-1.

Rep. Handy presented H.B. 74 with the assistance of Angie Stallings, Deputy Superintendent of Policy for the Utah State Board of Education (USBE), and John Dougall, State Auditor.
Renae Cowley, Utah Media Coalition, spoke against the bill.
LeGrand Bitter, Executive Director for the Utah Association of Special Districts, spoke to the bill.
MOTION: Rep. Wilde moved to replace H.B. 74 with 2nd Substitute H.B. 74. The motion passed with a vote of 10-0-1.
