Chair Handy called the meeting to order at 8:08 a.m.
MOTION: Rep. Nelson moved to approve the minutes. The motion passed with a vote of 7-0-4.

Rep. Wilde presented H.B. 315 with the assistance of Gary Crane, Layton City Attorney and representing the Utah League of Cities and Towns.
Jami Brackin, Chair of the Civil Legislative Action Committee (CivLAC) with the Utah Association of Counties, spoke in favor of the bill.
Paul Newton, Regional Counsel for First American Title Insurance Company, spoke to the bill.
Mike Ostermiller, Utah Association of Realtors, spoke in favor of the bill.
Ernest D. Rowley, Principal Owner and Private Land Surveyor for Landmark Surveying, Inc, spoke to the bill.
MOTION: Rep. Nelson moved to replace H.B. 315 with 2nd Substitute H.B. 315. The motion passed with a vote of 10-0-1.
