Rep. Brad M. Daw presented the bill.
Mr. Reed Richards, Weber County Attorney's Office, representing the counties for the state of Utah, spoke in favor of the bill.
Mr. Richard Nance, Director, Utah County Department of Drug and Alcohol Prevention and Treatment, representing the local mental health and drug and alcohol authorities throughout the state, spoke in favor of the bill.
Mr. Paul Wimmer, Tooele County Sheriff, President, Utah Sheriff's Association, spoke in favor of the bill.
Mr. Mark Brinton, General Counsel and Director of Government Affairs, Utah Medical Association, spoke in favor of the bill.

243                 (2) A practitioner may dispense methadone at an opioid treatment program regardless
244         of whether the practitioner is licensed to dispense methadone under this chapter if the practitioner :
245                 (a) { the practitioner } is operating under the direction of a { pharmacist; and } physician;
        (b) dispenses the methadone under the direction of a pharmacist; and
246                 { (b) } (c) acts in accordance with division rule.
247                 (3) The division shall, in consultation with pharmacies, physicians, and practitioners
