Chair McCay called the meeting to order at 8:41 AM.
MOTION: Sen. Okerlund moved to approve the minutes of February 20, 2019. The motion passed with a vote of 6-0-1.

Sen. Scott D. Sandall presented the bill with the assistance of Mr. Q. Val Hale, Executive Director of the the Governor's Office of Economic Development.
Sen. Okerlund assumed the chair.
Mr. Lincoln Shurtz, Utah Association of Counties, spoke in favor of the bill.
Ms. Abby Osborne, Vice President of Public Policy and Government Relations, The Salt Lake Chamber, spoke in favor of the bill.

MOTION: Sen. Hinkins moved to pass S.B. 200 out favorably. The motion passed with a vote of 3-0-4.
