MOTION: Sen. Hinkins moved to amend 3rd Substitute H.B. 78 with Amendment #1. The motion passed with a vote of 5-0-4.

102                 (b) A governmental entity that intends to advocate for a federal designation within the
103         state shall { bring the proposed designation to } notify the Natural Resources, Agriculture, and
