Rep. Shurtliff moved to hold 1st Substitute S.B. 90.
SUBSTITUTE MOTION: Rep. Handy moved to pass 1st Substitute S.B. 90 out favorably. The substitute motion failed with a vote of 2-6-3.

David Ure, Director of School and Institutional Trust Lands Administration (SITLA), spoke against the bill.
Mike Dalton, Beaver County Commissioner, spoke in favor of the bill.
