Ms. Deborah Blackburn, Regulatory and Compliance Officer, Division of Occupational and Professional Licensing, addressed the licenses issued to those authorized to provide cannabis.

Mr. Andrew Rigby, Utah Department of Agriculture and Food, provided an update on the impact of the Utah Medical Cannabis Act and how the department is meeting deadlines.

4.6 Utah Medical Cannabis Act: Implementation Update (Source: Utah Department of Health)
Dr. Marc Babitz, MD, Deputy Director, Utah Department of Health, addressed the implementation update for the Utah Medical Cannabis Act by the Utah Department of Health.
Mr. Rich Oborn, Director, Center for Medical Cannabis, provided information on the purpose of the Center for Medical Cannabis and information on the Compassionate Use Board and answered questions from the committee.
Ms. Christine Stenquist, TRUCE, asked if the recommended physicians have continuing education credit hours in studying medical cannabis.
Dr. Ed Redd, Chair, Utah Cannabinoid Product Board, provided information on the board and it's role.
4.7 Treatment of Chronic Pain With CBD and THC (Source: Yurgelun-Todd, Renshaw)
Dr. Deborah Yugelun-Todd, Professor of Psychiatry, provided an update on the previously funded study to look at the effect of marijuana on pain.
Dr. Perry Renshaw, Professor of Psychiatry, provided additional information on the project.
Mr. Connor Boyack, President, Libertas Institute, and advisor to the Utah Patients Coalition, stated the Utah Patients Coalition had an opportunity to provide the Utah Department Health with input as to who ended up on the Compassionate Use Board.
MOTION: Rep. Thurston moved to open a committee bill file to study the impact of pharmacy transparency pricing to lower costs. The motion passed with a vote of 14-0-3.
