2. Health Data Transparency
2.5 Health Data Transparency (OLRGC)
Mr. Mark Andrews, Policy Analyst, Office of Legislative Research and General Counsel, provided a historical overview of health data transparency requirements under Utah law.
Dr. Norman K Thurston, Director, Office of Health Care Statistics, Utah Department of Health, reported on the development of the department's All Payer Claims Database, it uses, potential uses, and limitations. He also reported on implementation of health data transparency requirements imposed on the department by legislation passed during the 2019 General Session of the Legislature.
As arranged by the committee, the following individuals assembled as a panel and introduced themselves to the committee: Dr. Thurston; Mr. Marc Bennett, Chief Executive Officer, Comagine Health; Mr. Mark Brown, Business Operations Director, Public Employees’ Health Program; Mr. Russell Trujillo, President, Utah Health Insurance Association; Mr. Mark Brinton, Director of Governmental Affairs, Utah Medical Association; and Mr. David Gessel, Executive Vice President, Utah Hospital Association.
The panel answered questions from the committee.
The panel provided closing comments.
3. Sunset Reviews - Overview
Mr. Daniel Cheung, Associate General Counsel, Office of Legislative Research and General Counsel, explained the requirements for a sunset review and introduced the three sunset reviews the committee will conduct this interim.
4. Sunset Review - Rural Residency Training Program
4.1 Rural Clinical Rotations (Source: Medical Education Council)
Mr. Clark Ruttinger, Director of Workforce Research, Utah Medical Education Counsel, presented information for the committee's sunset review of Utah Code Section 53B-24-402, Rural Residency Training Program, which is scheduled for repeal July 1, 2020.
Dr. Marc Babitz, Deputy Director, Utah Department of Health, recommended that Utah Code Section 53B-24-402, Rural Residency Training Program, be continued for five years.
MOTION: Rep. Daw moved that the committee open a bill file to reauthorize the Rural Residency Training Program for five years. The motion passed with a vote of 9-0-8.
