Mr. John Feinauer, Policy Analyst, Office of Legislative Research and General Counsel, provided an overview of the task force's 2018 Final Report, including the areas of study, legislation, and recommendations for future study items. |
Ms. Chelsea Grant, Associate General Counsel, Office of Legislative Research and General Council, reviewed provisions two task force bills that passed during the 2019 General Session, S.B. 43, "Criminal Provisions Modifications," and H.B. 40, "Amendments to Criminal Provisions." |

Mr. Ross Ford, Executive Officer, Home Builder's Association of Utah, discussed storm water and how it effects business. |
Mr. Chris Gamvroulas, President, Ivory Development, introduced Ben Hansen. |
Mr. Ben Hansen, Storm Water Compliance Construction Manager, Ivory Development, discussed a situation related to a citation issued for storm water pollution violations. |
Mr. Chris Gamvroulas spoke to the issue and indicated that there should be penalties for deliberate storm water pollution violations, but that there should also be protections for those who are not individually responsible for naturally caused storm water pollution. |
MOTION: Sen. Thatcher moved to open a committee bill file to address issues that may require statutory changes. The motion passed with a vote of 11-0-4. | |||
