1. Committee Business
Chair Anderegg called the meeting to order at 8:41 a.m..
Sam Brucker, Policy Analyst, Office of Legislative Research and General Counsel, introduced herself as new staff to the committee.
2. Municipal Planning for Growth - Urban Focus
Rachel Otto, Director of Government Relations, Utah League of Cities and Towns, presented the opportunities and challenges brought on by growth and responded to questions and comments from the committee.

Andrew Gruber, Executive Director, Wasatch Front Regional Council, discussed urban planning in Utah and responded to questions and comments from the committee.

MOTION: Sen. Harper moved to approve the June 19, 2019 minutes. The motion passed with a vote of 12-0-4.

Mike Mendenhall, Spanish Fork City Council, and Vice President, Utah League of Cities and Towns, presented updates for Spanish Fork and discussed the preferred option of using the Utah League of Cities and Towns to communicate between cities.

Brett Graham, Holladay City Council, discussed the scope of city councils, provided a brief overview of the city of Holladay, and answered questions from the committee.

Teri Newell, Deputy Director for Planning and Investment, Utah Department of Transportation, discussed Utah's transportation vision and responded to questions and comments from the committee.
Laura Hanson, Director of Planning, Utah Transit Authority, provided an update of the Utah Transit Authority.
Andrew Gruber, Executive Director, Wasatch Front Regional Council, responded to questions.
Johnathan Hardy, Division Director, Commission on Housing Affordability, provided updates for the Commission on Housing Affordability and responded to comments from the committee.
Greg Todd, Commission Chair, Quality Growth Commission, gave an overview of the goals and progress of the Quality Growth Commission and responded to questions and comments from the committee.

Evan Curtis, State Planning Coordinator, Governor's Office of Management and Budget, responded to questions.
Greg Todd, Commission Chair, Quality Growth Commission, summarized recommendations and challenges from the Quality Growth Commission and responded to questions and comments from the committee.
3. Municipal Fiscal Health
Cameron Diehl, Executive Director, Utah League of Cities and Towns, provided an overview of municipal fiscal health and responded to questions and comments from the committee.
4. Draft Legislation: Local Government and Limited Purpose Entity Registry Amendments
Victoria Ashby, Associate General Counsel, Office of Legislative Research and General Counsel, gave an overview of the "Local Government and Limited Purpose Entity Registry Amendments" draft legislation.
5. Other Items/Adjourn
MOTION: Rep. Judkins moved to adjourn. The motion passed with a vote of 10-0-6.
