Chair Hinkins called the meeting to order at 4:04 p.m..
1. Committee Business
Chair Hinkins welcomed the commission and public and asked the commission to introduce themselves.
2. Overview of Central Utah Project
Chris Finlinsion, Central Utah Water Conservancy District, introduced Tom Bruton.
Central Utah Water Conservancy District Presentation
Tom Bruton, Assistant General Manager, Central Utah Water Conservancy District, provided an overview of the Central Utah Water Conservancy District and responded to questions and comments from the committee.
Chris Finlinsion summarized the presentation and answered questions from the committee.
MOTION: Sen. Iwamoto moved to approve the July 17, 2018, minutes. The motion passed with a vote of 11-0-2.

3. Overview of Recommended State Water Strategy and Status of Strategy Recommendations
Evan Curtis, State Planning Coordinator, Governor's Office of Management and Budget, presented an overview of the recommended state water strategy and responded questions and comments from the committee.

4. Studies and Recommended Legislation Being Considered by the Utah Water Task Force and the Executive Water Finance Board
Kerry Gibson, Commissioner, Department of Agriculture and Food, Co-chair, Utah Water Task Force, provided a background and overview of the Utah Water Task Force.
Brian Steed, Executive Director, Department of Natural Resources, Co-chair, Utah Water Task Force, presented changes, discussed legislative endeavors of the Utah Water Task Force and answered questions from the committee.
Phil Dean, Budget Director and Chief Economist, Executive Water Finance Board, and Board Chair, Governor's Office of Management and Budget, discussed the general aims and a brief overview of the Executive Water Finance Board and responded to questions from the committee.
5. Discussion of Legislative / Agency Collaboration in Determining and Implementing State Water Policy
Rep. Stratton discussed the need to establish a comprehensive legislative state-wide water plan.
MOTION: Sen. Ipson moved to adjourn. The motion passed with a vote of 9-0-4.
