Chair Henderson called the meeting to order.
1. Committee Business
Amy Shewan, Associate General Counsel, and Jesse Dowdle, Administrative Assistant, were introduced as new committee staff.
2. Medicaid Reimbursements
Scott Jones, Deputy Superintendent of Operations, Utah State Board of Education, Eric Tadehara, Assistant Director for Children Behavioral Health, Division of Substance Abuse and Mental Health, and Emma Chacon, Medicaid Operations Director, Department of Health, were introduced to the committee.
Scott Jones spoke regarding the direction given by H.B. 373 Student Support Amendments, that the State Board of Education, the Division of Substance Abuse and Mental Health, and the Department of Health would study and report to the Education Interim Committee regarding any recommendations related to the expansion of Medicaid reimbursements for eligible school-based services and other areas concerning Medicaid reimbursements.
Emma Chacon reported on Medicaid Reimbursement for school-based health services and answered questions from the committee.
Eric Tadehara spoke to expanding access to services for all children with and without Medicaid.
MOTION: Rep. Pulsipher moved to approve the minutes from the May 15, 2019 and June 19, 2019, meetings. The motion passed with a vote of 13-0-6.

3. RISE Testing
Sydnee Dickson, State Superintendent of Public Instruction, Utah State Board of Education, introduced Darin Nielsen, Assistant Superintendent of Student Achievement, Utah State Board of Education.
Darin Nielson presented on recent RISE testing interruptions and corrective measures undertaken, and responded to questions from the committee.

Sydnee Dickson, State Superintendent of Public Instruction, Utah State Board of Education, recognized the Utah State Board of Education members that were present at the meeting.
Terry Shoemaker, Utah School Board Association and Utah School Superintendent Association, expressed appreciation for the transparency from the Utah State Board of Education and the careful nature of investigations regarding test score validity.
4. Public Education Governance
Representative Melissa Ballard spoke regarding the governance structure of public education in Utah.

5. Charter School Closure and Oversight
Scott Jones, Royce Van Tassell, Utah Association of Public Charter Schools, and Jennifer Lambert, Executive Director of the Utah State Charter School, introduced themselves to the committee.
Jennifer Lambert, Executive Director, Utah State Charter School Board, shared a presentation regarding Charter School Closure and Oversight.

Royce Van Tassell, Utah Association of Public Charter Schools, identified areas of risk in the Charter School closing process.
Scott Jones, Jennifer Lambert, and Royce Van Tassell responded to questions from the committee.
Rep. Jefferson Moss discussed draft legislation regarding the oversight of charter schools.
Kim Frank, Executive Director, Utah Charter Network, spoke favorably of the Utah State Charter Board.
Howard Stephenson spoke regarding the closure of the the American International School of Utah.
MOTION: Rep. Snow moved to adjourn. The motion passed with a vote of 12-0-7.
