2. Children's Hearing Aid Pilot Program - Sunset Review

Mr. Paul Patrick, Director, Division of Family Health and Preparedness, Utah Department of Health, introduced presenters from the Utah Department of Health.
Dr. Stephanie McVicker and Dr. Jenny Pederson, Utah Department of Health, gave a presentation on the Children's Hearing Aid Program (CHAP).
Presenters answered questions from the committee.
Rep. Stewart E. Barlow moved that the committee open a bill file to reauthorize the Children's Hearing Aid Program for 10 years.
The committee discussed the motion.
Rep. Ray moved that the Children's Hearing Aid Program be removed from the Legislative Oversight and Sunset Act and made a permanent program.
The committee discussed the substitute motion.
Rep. Ray requested that his substitute motion be amended so that instead of being removed from the Legislative Oversight and Sunset Act, the Children's Hearing Aid Program be reauthorized for five years.
SUBSTITUTE MOTION: The substitute motion passed with a vote of 11-0-6.

3. Limited Family Services for Low Income Individuals - Sunset Review
Rep. Raymond P. Ward spoke to the statutory provision requiring the Department of Health to report on the impacts of a federal waiver that would allow family planning services to be provided to certain individuals not otherwise eligible for Medicaid.
Nate Checketts, Utah Department of Health, confirmed that the waiver was never approved and that the waiver is unnecessary due to recent expansion in Medicaid eligibility, making the reporting also unnecessary.
4. Rural Residency Training Program - Sunset Review
4.1 Rural Residency Training Program Reauthorization
Sen. Christensen presented draft legislation "Rural Residency Training Program Reauthorization" (2020FL-0503/005).
Dr. Marc Babitz, Deputy Director, Utah Department of Health, recommended extending the sunset date for the Rural Residency Training Program.
Ric Campbell, Executive Director, Utah Medical Education Council, provided information about dental residencies under the Rural Residency Training Program.

5. Utah's Mental Health System
5.2 Utah's Mental Health System: A Collaborative Endeavor of the Kem C. Gardner Policy Institute and the Utah Hospital Association (PRESENTATION)
Mr. Greg Bell, President and CEO of the Utah Hospital Association, and Ms. Laura Summers, Senior Health Care Analyst at the Kem C. Gardner Policy Institute, University of Utah, presented the key findings from their report on Utah's Mental Health System and answered questions from the committee.
6. Civil Commitment
Rep. Ray introduced the agenda item.
Darcey Goddard, Salt Lake County District Attorney's Office, explained the competency-to-stand-trial process and how civil commitment is used in conjunction with that process. She indicated that a stakeholder group is in process of preparing related draft legislation and reviewed elements of that proposal.
Dallas Earnshaw, Superintendent, Utah State Hospital, briefly addressed the hospital's role in the process described by Darcey Goddard.
Jeremy Christensen, Assistant Director, Division of Substance Abuse and Mental Health, Utah Department of Human Services, expressed appreciation for the mental health system study.
The committee asked questions of the presenters.

8. Electronic Cigarettes and Other Nicotine Products
Sen. Christensen presented draft legislation "Electronic Cigarette and Other Nicotine Product Amendments" (2020FL-0208/005).

Michael Siler, Chair, Utah Alliance for Vaping-Free Kids, presented “Electronic Cigarette and Other Nicotine Product Amendments: What the Bill Does and Why” and spoke in favor of a tax on electronic cigarettes.

Cade Hyde, President of Students Against Electronic Vaping, spoke in support of a tax on electronic cigarettes.
8.3 Students Against Electronic Vaping (SAEV) (HANDOUT)
McGyver Clark, Vice President, Students Against Electronic Vaping, spoke in support of a tax on electronic cigarettes.
The committee discussed the bill and presenters answered questions from the committee.
MOTION: Rep. Dailey-Provost moved to recommend "Electronic Cigarettes and Other Nicotine Product Amendments" (2020FL-0208/005) as a committee bill. The motion passed with a vote of 12-0-5.
