Michael D. Farren, Research Fellow, Mercatus Center, George Mason University, introduced himself.
Rep. Roberts introduced why he requested the subject matter be discussed.
Michael Farren presented on targeted economic development incentives.
2a - Ending the Economic Race to the Bottom (Mercatus Center)
Chair McCay asked for clarification on the word "waste" in economic terms.
Sen. Anderegg asked a question of the presenter.

The committee asked questions of Michael Farren as he presented.
Chair McCay invited Ben Hart, Deputy Director, Governor's Office of Economic Development (GOED), to make comments on the subject.

Rep. Roberts made a closing comment on the subject matter.
MOTION: Rep. Roberts moved to open a committee bill file for a 50-state interstate compact. The motion passed with a vote of 11-0-5.

Ben Hart, Deputy Director, GOED, presented the USTAR report, along with Jill Flygare, Managing Director of Internal Operations, GOED, and Ginger Chinn, Managing Director of Business Services, GOED.

7. Sunset Review: Pete Suazo Utah Athletic Commission
Jill Flygare, Managing Director of Internal Operations, GOED, presented on the sunset review.
5a - 2019 General Session H.B. 387, Boards and Commissions Amendments
5b - Sunset Review Pete Suazo Utah Athletic Commission (OLRGC)
Julie Humberstone, Policy Analyst, Office of Legislative Research and General Counsel, presented on changes to the Pete Suazo Utah Athletic Commission that will be effective on the sunset date and were made by 2019 General Session H.B. 387.
The committee asked questions of the presenters and committee staff.
Sen. McCay took a "straw poll" of what the committee thinks of reinstating or maintaining Legislative appointment authority removed by 2019 General Session H.B. 387. Chair McCay will consult with the Speaker and President regarding how they feel about the issue as well.
8. Sunset Review: IGP Plan Implementation Pilot Program
Tracy Gruber, Director of Child Care and Intergenerational Poverty, Department of Workforce Services, presented on the IGP Plan Implementation Pilot Program.

MOTION: Rep. Handy moved to extend the sunset date by two years on the pilot program. After the clarifying question below, the motion passed. The motion passed with a vote of 7-2-7.
