Sarah Young, Implementation Coach, Utah State Board of Education, Claudia Miner, Executive Director and Co-Founder of UPSTART, and Tracy Gruber, Director, Office of Child Care, Department of Workforce Services, presented on the effectiveness, impact, and possible expansion of the UPSTART program.
Angie Stallings, Deputy Superintendent of Policy, Utah State Board of Education, responded to questions.
Kory Holdaway, Utah Private Child Care Association, spoke to the issue.

Angie Stallings and Jeff Van Hulten, Policy Advisor, Utah State Board of Education, presented minor legislation requests for the Utah State Board of Education and responded to questions from the committee.
MOTION: Sen. Riebe moved to accept proposed recommendations and open a committee bill file. The motion passed with a vote of 14-0-5.

Rep. Susan Pulsipher presented an update on the workgroup regarding the use of e-cigarettes by minors, and responded to questions from the committee.
Patty Norman, Deputy Superintendent of Student Achievement, Utah State Board of Education, responded to questions.
Terry Shoemaker, Utah School Superintendents' Association, answered questions from the committee.
