MOTION: Rep. Dailey-Provost moved to approve the August 21, 2019, meeting minutes. The motion passed with a vote of 14-0-5.

2. Agricultural Water Optimization Task Force Report
Ron Gibson, Task Force Chair, and President, Utah Farm Bureau Federation, presented an update and history on the Agricultural Water Optimization Task Force and responded to questions and comments from the committee.
Lacey Moore, Division of Water Resources, helped answer questions from the committee.
3. Energy Producer States' Agreement Report
Rep. Handy presented an update on the Energy Producer States' Agreement and responded to questions and comments from the committee.
4. Local Food Advisory Council Report
Rep. Handy presented an update on the Local Food Advisory Council and responded to questions and comments from the committee.

Jack Wilbur, Utah Department of Agriculture and Food, discussed the council's accomplishments and helped respond to questions and comments from the committee.
Gena Cornea, Utahns Against Hunger, discussed the importance of the work the Local Food Advisory Council has done.
5. Prescribed Burn Policies Report
5B - Utah Interagency Smoke Coordinator
Brian Cottam, Director, Division of Forestry, Fire, and State Lands, provided an overview of HCR 5 and introduced the interagency fire management and responded to questions and comments from the committee.
Paul Corrigan, Utah Interagency Smoke Coordinator, Utah Smoke Management, provided an overview of the Smoke and Air Quality Subcommittee and responded to questions and comments from the committee.
Bryce Bird, Director, Division of Air Quality provided an overview of the Regional Haze State Implementation Plan and responded to questions and comments from the committee.
6. State Agency Air Quality Best Practices Report
Michelle Brown, State Coordinator, Resource Stewardship, Department of Administrative Services, provided an update on the State Agency Air Quality Best Practices and responded to questions and comments from the committee.

7. Air Quality
Bryce Bird presented updates for air quality, air quality permitting fees, and mobile source registration fees and responded to questions and comments from the committee.

Ricky Ranker Browning, Utah Petroleum Association, raised concerns with the fee increase proposal.
David Ure, Director, School and Institutional Trust Lands Administration, discussed raising registration fees and responded to questions and comments from the committee.
8. Quagga Mussels Update
Brian Steed, Executive Director, Department of Natural Resources, presented an update on Quagga Mussels.
Nathan Owens, Aquatic Invasive Species Program Coordinator, Division of Wildlife Resources, presented the scope of quagga mussel infestations across the United States.
Richard Allred, CEO, Water Treatment Company, shared information about treating water to help prevent the spread of quagga mussels and asked the legislature to continue to provide resources to prevent their spread.
9. Department of Agriculture and Food Fee Adjustment for the Administration of the Industrial Hemp Program
Andrew Rigby, Director of Medical Cannabis and Industrial Hemp Programs, Utah Department of Agriculture and Food, presented an update on Utah's production and inspection of industrial hemp and responded to questions and comments from the committee.
MOTION: Rep. Albrecht moved to adjourn. The motion passed with a vote of 9-0-10.
